Economic Impacts of Pesticide Availability in U.S. Sorghum Production AgEcon

A national pesticide-use survey from sorghum producers and a survey of entomologists and weed scientists were used to determine the impacts of pesticide use on sorghum. A market framework was employed to derive the short-run welfare impacts to consumers and producers (users and non-users) of the removal of pesticides currently registered for use on sorghum. It was projected that the loss of atrazine, the most widely used pesticide in sorghum production, would have the largest overall impact, with an estimated total welfare loss between $58 and $65 million.

This paper examines the costs and benefits of pesticide regulations on US rice production. Benefit - cost analysis of FIFRA (The Federal Insecticide, Fungicide, and Rodenticide Act) has been done taking into consideration the externality costs associated with the Endangered Species Act and the Worker Protection Standard, for which compliance under FIFRA has become mandatory since 1990.

Pesticide use is regulated within a complex legal framework that includes the Federal Insecticide, Fungicide, and Rodenticide Act; the Federal Food, Drug, and Cosmetic Act; and other environmental laws. The framework includes risk-benefit rules for some decisions that permit full consideration of comparative performance, cost, and risks of a pesticide and its alternatives before decisions to permit or ban uses. The framework also includes risk-only standards, such as the Delaney Clause, that prohibit such comparisons and can have unintended and undesirable consequences by increasing health or environmental risks while increasing the cost of producing agricultural commodities.
