Agricultural Policy Reform and Industry Adjustment in Australia and New Zealand AgEcon

Some sectors of Australian and New Zealand farming have been heavily assisted in the past. New Zealand underwent an economy-wide deregulation in the mid-to-late 980s that included abrupt removal of practically all agricultural assistance. Policy reform in Australia has been more gradual and is industry focused, but in some cases substantial industry assistance has been withdrawn. Deregulation of the Australian dairy industry, and that of the sheep and beef sector in New Zealand, are discussed as case studies of these deregulations. Conclusions are drawn from these experiences, a major one being that previously-assisted farmers can successfully make the transition to market-driven agriculture.

Pulse Policy Reform in India: Implications for Trade, Prices and Production, 1970-1999 AgEcon

India is a major producer and consumer of pulses in the world. In the last two decades, India’s pulse economy has undergone major policy and institutional reforms. These changes are likely to influence India’s trade in pulses and consequently world pulse trade. This article examines the impact of these reforms on trade, prices and production in India. The article discusses the factors that instigated these policy reforms and the consequences. The results indicate that a number of key economic, political and technological factors are reshaping pulse trade in India. The policy implications of the findings are explored.

Economic Impact of the Mid-Term Review on Agricultural Production, Farm Income and Farm Survival: A Quantitative Analysis for Local Sub-Regions of Schleswig-Holstein in Germany AgEcon

This study analyzes the impact of the Mid-Term Review (MTR) on the agricultural sector in Schleswig-Holstein, a federal state in Germany. First, a very detailed farm group linear programming model is built to quantify the effects on agricultural production and farm incomes. The production adjustment to the MTR and its impact on farm profit vary significantly between individual farms. These results depend mainly on the farm type and the resource endowments of the farms. Second, the impact on structural change is examined with a farm survival model. Although the MTR clearly reduces the incomes of several farm types, it accelerates the structural change only gradually.

Removing EU milk quotas, soft landing versus hard landing AgEcon

This paper analyses EU dairy policy reforms and mainly focus on EU milk quota removal scenarios. The model used to evaluate the scenario is a spatial equilibrium model of the dairy sector. It integrates the main competitor of the EU on world markets, Oceania, as well as the main importing regions in the rest of the world. The paper first assesses the impact of the Luxembourg scenario in the prospect of a new WTO agreement in the future. It then provide a quantitative assessment of the impact of the abolition of EU milk quotas on the EU dairy sector either through a gradual phasing out or through an abrupt abolition of milk quotas. The fertilizer sector in Zimbabwe has evolved over the years in response to different policy changes based on the government’s priorities on agricultural development. The industry grew from the 1930s that targeted primarily large scale commercial farmers, through the liberalization period of the mid 1990s, and recent changes that have introduced controls on the marketing system. Since 2000, following the fast track land reform program, Zimbabwe has faced food insecurity challenges that have been exacerbated by the political and economic crises. The Post-Buyout Experience: Peanut and Tobacco Sectors Adapt to Policy Reform AgEcon

Marketing quota and price support programs for peanuts and tobacco were a longstanding feature of U.S. farm policy, from the 1930s until the Government enacted quota buyouts, in 2002 for peanuts and 2004 for tobacco. Quota owners were compensated with temporary payments, but elimination of the quota programs exposed producers more to market risks and brought about structural changes at farm, regional, and marketwide levels. Since the buyouts, many peanut and tobacco farms have exited production. The farms that remain are mostly larger and have adopted new risk management strategies, such as contracting. Agricultural Policy Reform and Structural Adjustment in Korea and Japan AgEcon

Despite many common features in agricultural sector, Korea and Japan have passed through quite different paths of structural adjustment. An important consequence of the different structural adjustment paths is full-time vs. part-time based farming system. As far as policy reforms are concerned, full-time based Korean agriculture has much more barriers to smooth policy reform mainly due to the income-related problems. With high level of off-farm income, farm household income problem is not a great concern to Japan. In addition to the income problem, other barriers to smooth policy reform in Korea are pointed out and discussed.

Decoupled Payments and Agricultural Policy Reform in Korea AgEcon

Abolishing a nearly 50-year-old policy for rice price support, Korea adopted a new direct payment program in 2005. Making the transition to decoupled income payments has been governed by the need for operative and effective income safety nets and the WTO disciplines on domestic support. The program aims to deal with over-supply of rice while guarding against the threat of income insecurity. Integrated into a target price mechanism, the fixed and variable payments compensate part of farm income loss arising from adverse market conditions. The European Union’s sugar policy, in place since 1968, underwent its first major reform in 2005 in response to mounting and unsustainable imbalances in supply and demand. The reform, however, targeted only a few policy instruments (intervention price cut, voluntary production quota buyout, and restrictions on nonquota sugar exports), while leaving other key policies unchanged (interstate quota trading, sugar-substitute competition, and import barriers). The case of agricultural extension service presents decentralization in a difficult context partly due to lack of information on its possible diverse impacts especially on resource poor farmers. Policy Reform and Productivity Change in Chinese Agriculture: A Distance Function Approach AgEcon

Agricultural policy reform has been an important source of change in the Chinese agricultural sector. The reforms led to productivity growth and helped China in pursuing its self-sufficiency goal especially in the grain sector. To analyse whether observable productivity growth stems from technologically induced components, or from the market induced parts, a multi-input-multi-output model is derived using an econometric distance function framework. A decomposition allows to distinguish allocative effects, scale effects, technological change, and technical efficiency change. Data on farms in Zhejiang from 1986 to 1999 are used to analyse the impact of policy reform.

Evaluating the 1996 EU food aid reform: Did it really lead to better targeting? AgEcon

The paper analyses the 1996 EU food aid reform and addresses the question of its impact on improving EU food aid allocation in terms of reaching those countries which are most vulnerable to food insecurity. Using a two-stage regression model the analysis finds that EU food aid in kind is increasingly targeted towards developing countries affected by food insecurity. Most importantly, characteristics such as low calorie supply and balance-of-payments difficulties gained in importance in EU food aid allocation during the recent years. However, even though progress is noticeable, the results suggest a lack of coordination between the EU and other food aid donors which exacerbates food aid variability and may lower aid effectiveness.

Agriculture is the largest source of employment in India, and food accounts for about half of consumer expenditures. Moving agricultural products from the farm to consumers more efficiently could result in large gains to producers, consumers, and India’s overall economy. Economic reform in the transition economies of the former Soviet bloc has transformed the volume and mix of these economies' agricultural production, consumption, and trade. Output drops in most countries have ranged from 25 to 50 percent. The livestock sector has been hit particularly hard, all but eliminating U.S. grain exports to the region. Policy Design as an Irreversible Investment Under Uncertainty: Norwegian Agriculture and the WTO AgEcon

This paper is concerned with the timing of an agricultural policy reform under uncertainty. The focus is on the opportunity cost of giving up the option to wait when implementing a policy reform. Including the option value in applied policy analysis can help explain why conventional analyses may find observed policies to be Pareto-inferior. Furthermore, it explains why otherwise profitable policy reforms may be delayed. The theoretical model is applied to Norwegian agricultural policy anticipating a prospective WTO agreement. It is argued that the option value should be incorporated into applied policy analysis when high uncertainty prevails.

ECONOMIC ANALYSIS AND THE SHAPING OF PUBLIC POLICY: A 1995 FARM BILL PERSPECTIVE AgEcon

The 1995 Farm Bill debate proved different than many economists expected. It was overwhelmingly budget-driven. Few early concerns about the role of government, efficiency, equity, competitiveness, environment, rural development, and food were addressed. Economic analysis played a different role than anticipated. Models of who and how farm policy is made proved misleading; the debate circumvented the traditional process. Economic models were used more to perform budget accounting than substantive analysis. And their substantive analyses often failed to capture the attention of policymakers. Hence, while a reformist economist's dream, the bill leaves as many issues unanswered as it addresses.
