Farmers have been developing organic farming systems in the United States for decades. State and private institutions also began emerging during this period to set organic farming standards and provide third-party verification of label claims, and legislation requiring national standards was passed in the 1990s. More U.S. producers are considering organic farming systems in order to lower input costs, conserve nonrenewable resources, capture high-value markets, and boost farm income. Organic farming is one of the fastest growing segments of U.S. agriculture. As consumer interest continues to gather momentum, many U.S. producers, manufacturers, distributors, and retailers are specializing in growing, processing, and marketing an ever-widening array of organic agricultural and food products. This report summarizes growth patterns in the U.S. organic sector in recent years, by market category, and describes various research, regulatory, and other ongoing programs on organic agriculture in the U.S. Department of Agriculture.

U.S. farmland managed under organic farming systems expanded rapidly throughout the 1990s, and that pace has continued as farmers strive to meet consumer demand in both local and national markets. The U.S. Department of Agriculture (USDA) implemented national organic standards on organic production and processing in October 2002, following more than a decade of development, and the new uniform standards are expected to facilitate further growth in the organic farm sector. USDA's organic standards incorporate an ecological approach to farming-cultural, biological and mechanical practices that foster cycling of resources, ecological balance, and protection of biodiversity. The nature of the competition policy public benefit tests, applied to various agricultural industries, is reviewed. Then, various analytical techniques that have been applied to the assessment of the public benefit test are examined. These techniques include analysis of price premiums, consideration of pooling and averaging, pricing to market tests, what-if scenarios, market power analysis, and price discriminating monopolist models. There is a growing interest and a perceived demand for hard white (HW) wheat to satisfy the needs of the growing Asian noodle market which is currently dominated by Australia. The wheat industry is reviewed with attention to U.S. and Australian production and international markets for white wheat. Quality issues and target markets/market development are discussed. Tobacco Product Demand, Cigarette Taxes, and Market Substitution AgEcon

This paper presents a model of estimated demand for four tobacco products: cigarettes, cigars, chewing tobacco, and smoking tobacco products. Own elasticities and cross-price elasticities are used to obtain insights into the effectiveness and implications of new policy measures. Of particular interest is whether substitution of various tobacco products varies by market outlet. Several variations of the tobacco product outlet-choice model were estimated using iterative SUR. Since 1992, the European Union has protected high-quality agricultural products based on geographical origin using designations of geographical indications (GIs). U.S. producers and processors can obtain a type of trademark called a certification mark, which provides similar protections to that of GIs but protects products only within the United States. In the current round of the World Trade Organization (WTO) negotiations, the European Union and other countries are seeking to expand protection through GIs.
