With the emergence of private food safety and quality standards in developed countries fruit exporting countries in the developing world face increasing constraints to access markets in the rich industrialised countries in the North. Producers in the South have no alternative as to make the necessary investments on farms and in pack houses to comply with the requirements of these food quality and safety standards. The export of fresh fruit is an important component of South African agricultural exports, with citrus fruit exported to markets such as Europe being of particular importance. New institutional arrangements and standard adoption: Evidence from small-scale fruit and vegetable farmers in Thailand AgEcon

This paper presents an analysis of GlobalGAP adoption by small-scale fruit and vegetable farmers in Thailand focusing on GlobalGAP group certification, the costs and perceived benefits of GlobalGAP adoption, and the factors influencing standard adoption. GlobalGAP is the most important private standard for producers in the Thai horticultural sector concerning access to high-value markets, especially to Europe. We find that support by donors, exporters and public-private partnerships is vital to enable small-scale farmers to adopt the standard. Food Safety, Market Power and Private Standards: An Analysis of the Emerging Strategies of Food Operators AgEcon

Together with expected implications on food safety, the European Regulation 178/2002 has important consequences shaping the agrifood sector. This regulation gives latitude to operators in front of specific food safety objectives and promotes self‐control. Private standards are a way of addressing this problem. The paper shows that as soon as producers and retailers have different private standards, a problem of coordination among operators has to be solved. This coordination is important for the sanitary aims but involves strategic aspects too. Trade-distorting SPS and TBT regulations in the EU? A qualitative assessment from the market for live plants and cut flowers. AgEcon

Using specific estimation of ad-valorem equivalents, the paper compares sectors where observed trade flows are significantly lower than predicted flows, with sectors where a SPS/TBT measure is notified in the TRAINS database. Only three sectors are found where a significant negative coefficient matches a notified regulation. Focusing on the market for live plants and cut flowers, the paper provides a description of existing EU import requirements and discusses recent trends in relevant private standards and certification schemes. The trade-restrictiveness of EU and private standards is then assessed based on the results of a survey conducted among exporters of flowers in developing countries.

GM-free private standards and their effects on biosafety decision-making in developing countries AgEcon

We provide a comprehensive review of international cases where GM-free private standards set up by food companies in developed countries have influenced biosafety policymaking in developing countries. We find twenty-nine cases where private importers have directly or indirectly affected policy decisions in twenty-one countries. Most of the cases relate irrational fear of export losses to excessively precautionary decisions. These cases are based on two generally misleading premises: the belief that Europe or Japan represents the only market for exports, and the perception that non-GM segregation is infeasible or prohibitively costly in all situations. Public and Private Standards for Food Safety and Quality: International Trade Implications AgEcon

This article examines the implications for the international trade environment of public and private standards for food safety and food quality. Public (mandatory) standards are a response to a perceived market failure and include mandatory risk assessment procedures, restrictions on harmful products, and labelling requirements. Disparate public standards create challenges for international trading partners and are dealt with through the WTO SPS and TBT Agreements. This paper presents research questions and policy issues related to three emerging issues pertinent to developments in the global food and agricultural supply network. Developments in the production and delivery of food to consumers are rapid, prolific, and extreme. We have gone from a farmer-centric to a consumer-centric food system. The changes are forcing us to revise our thinking about the organization and operation of the food supply chain one-hundred and eighty degrees, to challenge old assumptions about who sets standards and who decides what will be produced. Private Requirements by European Retailers: Impact on French Exporters AgEcon

Based on recent development of international economics, this paper aims to evaluate in what extent private standards impact trade, and more precisely trade of French agri‐food firms. Our paper explores an original "handmade" database identifying French agri‐food firms which are certified with the International Food Standard – IFS– and/or the British Retail Consortium standard – BRC. From this dataset, one can analyse the characteristics and the export behaviour of certified firms compared to that of the non certified ones.
