A Review of Municipal Bond Issues in Michigan 31

Municipal bonds have recently been of national interest and Michigan’s strained economy over the past decade has made bond issuance in the state of particular interest to a variety of stakeholders. Given the close connection between municipal bonds and property taxes, the fall-off in the housing market has placed significant strain on bonds within the state. This paper reviews the Michigan municipal bond condition and develops a new debt assessment indicator system. This system was tested using over 700 Michigan local governments. Relationship of Development and Fiscal Indicators with Agricultural Producer Support in the OECD Economies 31

The paper seeks to quantify the effects of macro development and fiscal indicators on the agricultural producer support in the OECD countries during the period 1986-2009. The study is complementary to the body of microeconomic research that highlights the importance of support to agriculture industry. Data were obtained from the OECD’s Producer and Consumer Support Estimates database and the World Bank’s Word Development Indicators 2010 database. Optimizing University Managed Resources for South Dakota: A Simulation Approach 31

A simulation analysis demonstrates the use of tuition as a policy tool to achieve financial independence among the six South Dakota public universities under University Managed Resources (UMR). The simulation analysis maintains an overall environment of funding stability and is guided by horizontal equity, a concept from the economics of public finance that all entities of the same or similar situation are treated similarly. Financial independence is defined as an annual budgeting process with no reallocation of financial resources among or between the six universities. Consumer-driven demand for meat and dairy products is driving an increase in livestock production and demand for improved animal healthcare services. These must be effective, affordable and accessible to ensure a profitable livestock sector. USDA's Food Safety and Inspection Service (FSIS) finances about 13.5 percent of its budget outlays through user fees for overtime and unscheduled meat and poultry inspections. User fees play an increasingly important role in financing government programs, and FSIS has frequently requested expanded authority to charge user fees for more of its operations. Trends and Spatial Distribution of Public Agricultural Spending in Zambia: Implication for Agricultural Productivity Growth 31

This paper assesses the level and composition of the Zambia’s public expenditures in the agricultural sector from 2000 to 2008. By measuring the size of public agricultural expenditures, the study will answer whether the Government of Zambia met CAADP’s target of allocating 10% of national budget to agriculture in 2008. Furthermore, examining what the fund is being spent on will shed light on the extent to which spending contributes to agricultural growth. This review will also characterize the spatial patterns of expenditures across provincial boundaries. The results of this work will hopefully lay a foundation for future analysis of the impacts of public agricultural spending on sector performance.
