Pay-At-The-Pump Auto Insurance AgEcon

PAY-AT-THE-PUMP is a proposal to replace the current insurance system of lump sum payments for automobile insurance by a mechanism whereby motorists pay for their insurance as they buy fuel for their vehicles. PAY-AT-THE-PUMP has several advantages. It reduces insurance cost and cross subsidies and enhances equity. It also benefits the environment, safety, balance of payments, and security. In this paper we study limited but very important issues in the theory and implementation of PAY-AT-THE-PUMP insurance. We address issues of efficiency, subsidy, equity, externalities, safety, insurance cost and cost of insuring the uninsured motorist under a PAY-AT-THE- PUMP regime. Emissions Trading with Telecommuting Credits: Regulatory Background and Institutional Barriers AgEcon

The 1999 National Telecommuting and Air Quality Act created pilot programs in five metropolitan areas in the United States to examine whether a particular type of economic incentive, tradable emissions credits created from telecommuting, represents a viable strategy for reducing vehicle miles traveled and improving air quality (H.R. 2094, 2000). Under the ecommute program, companies could generate emissions credits by reducing the vehicle miles traveled (VMT) of their workforce through telework programs. They would then be able to sell the credits to firms that needed the reductions to comply with air quality regulations. What Have We Learned from a Recent Survey of Teleworkers? Evaluating the 2002 SCAG Survey AgEcon

In this paper, we analyze the 2002 Telework Survey conducted by the Southern California Association of Governments (SCAG). Being a relatively recent and large dataset, the survey captures the current state of telecommuting, covering the entire region with a population of 17 million residents, and is not biased by telecommuting policies of particular employees. The survey also distinguishes telecommuters from home-based business owners and therefore provides a more accurate account of the number of telecommuters. Telecommuting and Emissions Reductions: Evaluating Results from the ecommute Program AgEcon

In 1999 Congress passed the National Air Quality and Telecommuting Act. This Act established pilot telecommuting programs in five major U.S. metropolitan areas with the express purpose of studying the feasibility of addressing air quality concerns through telecommuting. This study provides the first analysis of data from the "ecommute" program. Using two-and-one-half years of data, we look at telecommuting frequency, mode choice, and emissions reductions. We also look at reporting behavior, dropout rates, and other information to assess the program's performance. Pay-At-The-Pump (PATP) Auto Insurance: Criticisms and Proposed Modifications AgEcon

In 1998 the U.S. Environmental Protection Agency sponsored an effort to examine the criticisms and concerns expressed about Pay-at-the-Pump (PATP) auto insurance and explore the reformulation of PATP, taking into account these concerns. This paper provides a brief exposition of PATP and its main advantages followed by a review of its criticisms and concerns. We outline a reconstituted PATP proposal emerging from the review of these criticisms: a hybrid system that merges the best features from PATP and the existing insurance system. It retains what is consistent with the free market operation and market incentive in the existing system. What We Know About Uninsured Motorists and How Well We Know What We Know AgEcon

The problem posed by the uninsured motorist is of concern to the general public, policyholders, insurance companies, insurance regulators, and legislators. What is striking, however, is the fragmentary nature of the information that is available and the fact that it is scattered over so many sources. Even more striking is the fact that those sources often provide conflicting estimates, and the methods used in deriving those estimates are either never spelled out or, if they are, their reliability is unknown. A Review of the Literature on Telecommuting and Its Implications for Vehicle Travel and Emissions AgEcon

In this paper, we review 20 relatively recent empirical studies of telecommuting, all of which focus on the trip reduction perspective. The studies include earlier ones with smaller datasets, such as some pilot studies of individual employers, and more recent studies based on broader surveys of both telecommuters and nontelecommuters. We focus on the results of the studies with respect to participation and frequency of telecommuting, the effects on vehicle-miles-traveled (VMT) and trips, and in some cases, the impacts on emissions and air quality.
