The main purpose of this work is to propose a new configuration for the Brazilian territory, providing a relevant dimension to analyze Brazilian social inequalities. The central hypothesis is that the social structure, which consists of a combination between labor market position (occupational class) and per capita income level (social stratum) of Brazilian families, is able to identify social patterns which play an import role in analyzing the huge inequalities of living condition in Brazil. In 1978, China initiated its economic and agricultural policy reforms. The ensuing rapid economic growth led to transportation shortages and congestion problems and increased the demand for roads. Since 1985 the government has given high priority to road development, particularly the construction of high-quality roads such as highways and freeways. While the construction of high-quality roads has taken place at a remarkably rapid pace, the construction of lower-quality and mostly rural roads has been slow. Since the beginning of transition, interregional disparities in Central and Eastern European Countries (CEECs) have increased. Particularly, the differences between urban and rural areas have grown. This paper traces the development of these disparities and discusses, based on theoretical considerations and political objectives, the need for and the design of regional policy measures. For rural development in the new EU member states, institution building, competitiveness of the agri-food sector, non-farm income sources and labour mobility are crucial. ZUSAMMENFASSUNG Seit Beginn der Transformation haben in den Ländern Mittel- und Osteuropas (MOEL) die interregionalen Disparitäten zugenommen. Insbesondere die Stadt-Land-Gegensätze haben sich verstärkt. Dieser Beitrag zeigt die Entwicklung der Disparitäten auf und diskutiert auf der Basis theoretischer Überlegungen und politischer Ziele die Notwendigkeit und Ausgestaltung regionalpolitischer Maßnahmen. The global welfare implications of home market effects in trade models with imperfect competition are little understood. This paper proposes a simple model in which such implications can be easily analyzed. It shows an overall tendency of imperfectly competitive sectors to inefficiently cluster in locations that offer market access advantages. The more so the stronger the market power of firms as well as the intensity of increasing returns to scale and the lower the trade costs. As such features are likely to differ widely across sectors, those results provide theoretical ground to the promotion of regional policies that are also sectorspecific and not only region-specific as currently in the EU.
