Abstract: In order to characterize the occurrence and intensity of droughts in the Doce River Basin, as well as to develop a system for its classification, four different drought indexes were evaluated: Percent of Normal Precipitation (PNP), Deciles Method (DM), Rainfall Anomaly Index (RAI) and Standardized Precipitation Index (SPI). The indices were calculated annually, based on precipitation data from 89 rainfall stations of the Brazilian National Water Agency (ANA). Nine analysis units (AUs) were determined in the basin and the Thiessen Polygons method was used to obtain the average precipitation in the respective drainage areas. The main subject of the present work was to carry out a hydrochemistry comparative study between two river basins in São Paulo State: the Jacaré-Guaçu Basin (21°37'-22°22'S and 47°43'-48°57'W) and the Jaú Basin (22°09'-22°28'S and 48°16'-48°47'W). Nine sampling points in the Jacaré-Guaçu River and eight in the Jaú River were established. The water sampling was performed once each two months from March/95 to September/95. The concept of resilience is widely promoted as a promising notion to guide new approaches to ecosystem and resource management that try to enhance a system's capacity to cope with change. A variety of mechanisms of resilience specific for different systems have been proposed. In the context of resource management those include but are not limited to the diversity of response options and flexibility of the social system to adaptively respond to changes on an adequate scale. River basin management is faced with complex problems that are characterized by uncertainty and change. In transboundary river basins, historical, legal, and cultural differences add to the complexity. The literature on adaptive management gives several suggestions for handling this complexity. River basin modeling under complexity requires analytical frameworks capable of dealing with the multiple scales and dimensions of environmental problems as well as uncertainty in the evolution of social systems. Conceptual and methodological developments can now be framed using the wide socio-eco-hydrological approach. We add hierarchy theory into the mix to discuss the conceptualization of river basins as complex, holarchic social-ecological systems.
