"Institutional adaptation" for integrated water resources management: An effective strategy for managing Asian river basins AgEcon

In many developing countries, their governments dominate the field of water resources management. Even in “participatory irrigation management” efforts, the governments play a dominant role. As these efforts are rarely based on any internally generated demand from the water users, they usually fail to create viable organizations at the local level. A similar setback can be seen in the more recent institutional reforms in Asia’s water sector, which are promoted by the donor agencies and, national and international development professionals. The lower Krishna Basin trajectory: relationships between basin development and downstream environmental degradation AgEcon

Basin water development and rural dynamics in the Krishna Basin have led to a degradation of downstream ecosystems manifesting itself by salinizing soil and groundwater, increasing pollution, disappearing mangroves and desiccating wetlands. Reversing this evolution requires the formal recognition of the environment as a water user in its own right and the implementation of an environmental water provision. This provision should be based on a two-tier allocation system with assured discharges in the irrigation canals of the delta and to the ocean. This will lead to further commitment of water resources but this is needed to reconcile the social, economic and environmental objectives of a sustainable development. Farmer-based financing of operations in the Niger Valley irrigation schemes AgEcon

Presents the results of case-studies of the functioning of four pump-based irrigation systems in the Niger River Valley. Prospects for sustainability are analyzed, especially in the light of the government's policy of promoting irrigator organizations to take over responsibilities for operation and maintenance.

An overview of the development challenges and constraints of the Niger Basin and possible intervention strategies AgEcon

The Niger River Basin covers 7.5% of the African continent and is shared between nine riparian countries. The human population of the basin is growing at an average annual rate of about 3%, which makes the Niger River Basin one of the areas with the highest fertility rates in the world. The desert margin is expanding; climate change is negatively impacting rainfall; and urbanization, industrialization, and the human and livestock population are threatening the quantity and quality of available water resources. The basin population already suffers from chronic poverty. Based on a literature review, this paper suggests some key water-related and other interventions that are capable of easing the basin's development challenges.
