The Common Agricultural Policy (CAP) is a cornerstone of EU policy relating to rural areas. Initially, it aimed to provide a harmonised framework for maintaining adequate supplies, increasing productivity and ensuring that both consumers and producers received a fair deal in the market. These priorities have shifted to environmental and animal welfare concerns, as well as food safety and security aspects. As a consequence, the CAP has gradually moved from a production-based structure of subsidies to a market-oriented system, integrating standards for food, environment and biodiversity, as well as animal welfare. An emerging requirement for the evaluation of the rural development policy is the adoption of an objective method accounting for both material and immaterial achievements, and measuring the performance in order to understand the degree of accomplishment of policy objectives. In this paper we propose a Data Envelopment Analysis (DEA) approach capable of dealing with economic and social indicators, to measure the (relative) technical efficiency of a set of Local Action Groups (LAGs) operating within the LEADER programme. The Common Agricultural Policy (CAP) was strongly criticized for the food safety crises of the 1990s which included Bovine Spongiform Encephalopathy (BSE), dioxin, foot and mouth disease and swine fever to name a few. Even though the first rules on food safety date from the very early days of the EU, a need was recognized to replace a number of these rules accumulated through the years, whose implementation was difficult to monitor, with a simpler and more comprehensive approach. Nos anos iniciais da implantação do PRONAF, observou-se uma forte concentração de recursos nas regiões Sudeste/Sul e para produtores mais integrados. Increased regional inequality has been a major concern in many emerging economies like China, India, Vietnam and Thailand. However, even a large inequality is observed within the lagging regions. The objective of this paper is to look into what are the sources of within region inequality using the community surveys and a census type of households in Western China. This snapshot view of inequality within and between rural villages in western China is based on a census-type household survey in three administrative villages and a sampling survey of 286 natural villages in the poor province of Guizhou in 2004.
