MEASURING CROSS-SUBSIDISATION OF THE SINGLE PAYMENT SCHEME IN ENGLAND AgEcon

The specific purpose of this paper is to estimate the extent to which decoupled payments under the Single Payments Scheme (SPS) are being used (either explicitly or implicitly) in England to support the continuation of activities that were previously supported by area and headage payments. In the absence of a farm survey, the methodology consists of using information on farm accounts collected through England’s Farm Business Survey (FBS), to estimate a multi-output cost function differentiated by farm size and farm type. This cost function, calibrated to match regional prices in England, is used to estimate the level of cross-subsidisation in the first full year after implementation of the SPS (2005/06). The effects of cross-compliance depend on the strategies of participation/compliance of farmers, as well as on the ability of public administration to design appropriate mechanisms of control and sanctions. The objective of this paper is to present a reference framework for the analysis of cross-compliance under asymmetric information and to test the empirical relevance of the problem. The methodology is applied to a case study represented by the province of Bologna (Italy). The results show that, in the present conditions of control and sanctions, only a small share of farms is interested in complying with cross-compliance. The persistence of the corporate farms: they survived the transition but do they have future under the CAP AgEcon

The newly emergent landowners in the 1990s left their land in the corporate farms due to the low level of farm profitability and the high risk in the general economic environment. The accession to the EU and the introduction of the CAP Single Area Payment (SAP) could induce incentives to landowners to withdraw their land if they are not satisfied with the level of rent. The negotiations between the corporate farm managers and the landowners concerning the rent level have been conceptualised as a simple two-player one-shot game. Overall conclusion is that although the SAP might induce more landowners to ask for a rent increase, it is unlikely that they will massively withdraw their land from the corporate farms. Declining "Common" Agricultural Policy? CAP Reform of 2003 and Its National Implementation in the Member States AgEcon

This paper focuses on the basic element of the 2003 CAP reform process: on the single farm payment and its national implementation models. We examine possible economic impacts (production distorting effects, redistribution, restructuring, resource allocation and effects on land market) of the basic SFP models. In sum, we can say that the 2003 CAP reform and the new support provide an opportunity to overcome some of the difficulties the CAP faces with. However, the wide range of national diversities threatens the principle of the single market, and transparency and operation of the common market organizations. As there is a wide range of possible constructions member states can decide for, the common nature of the CAP gets more and more questionable.

The new Single Payment Scheme under the Common Agricultural Policy of the European Union was introduced in the United Kingdom as of 1st January 2005. Farmer support is being switched away from a production basis to one which is both decoupled and more closely linked with maintaining the environment. In connection with this the Department of Environment Food and Rural Affairs (Defra) launched a pilot scheme, to be delivered by agricultural colleges and university departments in England, to investigate the use of farmer self-help groups to communicate cross-compliance requirements under the new scheme. It is recognised that following the reform of the Common Agricultural Policy (CAP) farmers may go through a period of transition where they evaluate the different production alternatives available to them according to their existing situation, expectations and preferences. Drawing on a survey of Scottish beef and sheep producers undertaken in mid-2006, the purpose of this paper is to analyse the preferences of producers in relation to a number of possible economic strategies for production adjustment following CAP reform.
