Most European farmers receive direct payments under the Single Payment Scheme and in addition, are member of farm certification schemes. Incentives to participate in these schemes are manifold: farm requirements often at least partially overlap, farm structure allows rather easy compliance, but also low monitoring intensities, detection rates, or sanctions may contribute to “free ride” on participation. The paper develops a theoretical model that explains farmer’s joint compliance behaviour and determinants of participation and tests the model using individual farm survey data. Based on the comprehensive Impact assessment of potential changes to the CAP that accompanied the HC legal proposals tabled by the Commission on 20th May 2008, this paper focuses on the impact analysis of options for adjustment of the Single Payment Scheme. It is put in evidence the distributional implications of the current SPS models as well as the link between the payment distribution with structural variables. Open issues that lead to the need of adjusting the system are also presented. The economic impact of alternative options are analysed based on Eurostat, audit, and microeconomic data. Issues examined include the impact of options on the distribution of payments, on land values, and on farmers income by size and specialisation. Results put in... The way entitlements are originally allocated among farmers and some conditions required to get the payments could affect farmer's willingness to trade land and entitlements. This paper - using a qualitative approach and some results of a farm based simulation analysis - explores how entitlements availability and other farm specific parameters affect land and entitlement shadow prices and farmers attitude to trade land and entitlement. The conditions under which this occurs, the role of taxing the exchange of entitlements and of both modulation and conditionality on exchange of entitlements are also studied.
