The CAP Reform agreement reached in Luxembourg on 26th June 2003 has significant implications for all producers. This factsheet focuses on those aspects of the reform package of specific interest to organic producers in Wales, and should be read in parallel to Factsheet 16 which gives definitions and provides more detail on other potential affects of the agreement on organic farms and farming in Wales. From 2002 to 2006, 7 % of the certified organic farmers in Norway opted out. A combination of a qualitative and quantitative approach was used to explore how many farmers consider to opt out, their reasons for this, and how close to or far from the organic principles they plan to manage the farm afterwards. 24 % of the certified organic farms consider to opt out in the next 5 to 10 years. The main reasons were frustration about certification, too low subsidies and premium prices, and unpredictable political frame conditions. Most plan to change to conventional farming, but more than 25 % plan to practice close to organic standards, with no or little use of pesticides and artificial fertilizers. Determinants of the decision to convert to organic farming methods are examined by applying bivariate analyses and a multinomial logit model to a survey of 1018 Norwegian crop and dairy farmers. The results show that 4% of the conventional respondents plan to convert by 2009, which may imply that the national goal of 10% organically managed area will not be achieved. The analysis indicates that organic farmers, compared to their conventional counterparts, are more likely to have larger farms, more education, be located closer to urban areas, be crop farmers, have 'sustainable and environment-friendly farming' as a goal and hold favourable views about the values of organic farming methods.
