In Europe, the Common Agricultural Policy (CAP) is the key legislative framework influencing the production, sale and processing of agricultural products. The CAP has driven major decisions on the direction of agriculture in Europe and the spending of considerable amounts of EU public funds – today it takes up around 40% of the total EU budget. Responsible for our food, our rural communities, our countryside, our health, our environment and our farmers, the CAP affects everyone. It is widely acknowledged that the CAP has encouraged a model of agriculture that damages the environment – contributing to climate change, biodiversity loss, soil erosion and water pollution – and has promoted factory-style farming at the expense of viable incomes for farmers... |

The present review of the Independent Review of the South Australian GM Food Crop Moratorium (Anderson, 2019) reveals that the so-called Independent Review is not independent at all and thus it falls at the first hurdle. Kym Anderson is a long term vocal advocate of genetically modified crops and has expressed such views regularly over the past two decades. The Independent Review was commissioned by the South Australian Minister for Primary Industries and Regional Development. Organic farming in Europe is on the up. In 2012, organic farms covered 11.2 million hectares in Europe, of which almost 10 million hectares was in the 28 EU Member States (EU-28). Among the ‘old’ Member States, the so-called EU-15, Spain, Italy, Germany and France were the countries with the biggest organic farming sectors, while Poland, the Czech Republic and Romania were the biggest among the ‘new’ Member States or EU-13. Per capita spending on organic products in Europe in 2012 was €34.7, while total retail sales were around €22.7 billion. Western Australia (WA) has maintained a moratorium on the growing of genetically modified crops since 2003. An exemption was granted in 2008 for growing GM cotton only in a specified remote region of the state. A general exemption was declared in 2010 for growing GM canola anywhere in WA. In a public review, over 400 submissions were received by the government with over ninety percent arguing for retaining the ban on GM crops, while Monsanto, Dow Agrosciences and the Grain Research and Development Corporation argued for lifting the moratorium.
