The author analyzed problems encountered in selecting a sampling design for estimating the age structures of landings. He studied the effects of various factors of variability on the optimal values of the sampling rates. The method used for this analysis could be employed to define an optimal sampling strategy to assess the age structures of landings from fish markets.

The data belong to the demersal fishery research cruise H-13/94. Stratification used for research surveys from the catches values was tested, both for the northern area, Argentine-Uruguayan Common Fishing Zone (AUCFZ) located between 34° and 39°S, and the southern area situated between 38°30' and 41°30'S (El Rincón, Buenos Aires Prov., Argentina). The variables considered were: croaker and striped weak fish densities and depth. Discriminant factor analysis indicates the formation of two and six strata for the southern and northern areas respectively. Gain contribution by stratification in hake (Merluccius hubbsi) biomass estimation with respect to a simple random sampling based on the same sample size is analyzed. Considering as objective hake biomass assessment, curves which relate precision reached in estimations to the sample size are established. Data were from total hake biomass surveys carried out from 1996 through 1999 hake management units distributed North and South of 41°S Argentine Sea are analyzed separately. Programs of Science and Technology research have grown significantly in Brazil over the last decades. Until the 1980s the so-called undirected programs, without specific goals and requiring only scientific merit, prevailed. The few programs with defined goals in this period were never objectively assessed. The same situation occurred in developed countries. In the early 1990s, the assessment of programs supported by public funding became mandatory in US and some European countries. In Brazil, program assessment has so far not been implemented yet.
