Integrating Data, Biology, and Decision Models for Invasive Species Management: Application to Leafy Spurge (Euphorbia esula) 7
Hyder, Ayaz; McGill University; ayaz.hyder@mail.mcgill.ca; Leung, Brian; McGill University; brian.leung2@mcgill.ca; Miao, Zewei; Rutgers University; zmiao@rci.rutgers.edu.
Invasive species are a major cause of environmental change and are often costly to control. Decision theory should offer managers guidance to formulate the optimal allocation of resources. Unfortunately, current decision theory models typically do not consider invasion dynamics and do not make full use of the best models of biological spread and best biological data from theoretical models. We developed a decision theory model that integrated population dynamics, spread, uncertainty, and changes in management policies. We applied this model to leafy spurge (Euphorbia esula), a high-priority invasive weed in North America. We used field data to construct a biological model that included stochastic population dynamics and spatial spread and integrated it...

Dynamic trade-offs in water use between irrigation and reservoir aquaculture in Vietnam 31
Tran, Lap Doc; Schilizzi, Steven; Kingwell, Ross S..
Conflicts of interest between irrigation and aquaculture in water use from reservoirs in Vietnam can be resolved when trade-offs in the economic value of water can be quantified over time. Determining these trade-offs can be used as a benchmark for making decisions about managing reservoirs tending to develop rural areas in Vietnam. To solve this problem, a stochastic dynamic programming model was constructed. This model maximizes the expected net present values generated by both agriculture and aquaculture by finding the optimal release paths throughout a year, under conditions of uncertain rainfall. The model was constructed using two main components. First, a dated water production function is used to evaluate responses of crop yields for different...

Invasive Weeds, Wildfire, and Rancher Decision Making in the Great Basin 31
Kobayashi, Mimako; Harris, Thomas R.; Rollins, Kimberly S..
In this article, a numerical stochastic dynamic programming model (SDP) is developed to characterize the decision problem of a rancher operating on rangelands in northern Nevada that are affected by invasive annual grasses and wildfire. The model incorporates decisions about herd size management of a cow-calf operation and fuels treatment to reduce the size of rangeland wildfires. Currently, high transactions costs to obtain permits to implement land treatments on federally-owned rangelands appear to limit rancher involvement. The results of the model suggest that ranch income motives alone are likely insufficient for private ranchers to adopt preventative land treatments. The current treatment cost ($20 per acre at the minimum) appears to be...

Modelling the management of multiple-use reservoirs: Deterministic or stochastic dynamic programming? 31
Tran, Lap Doc; Schilizzi, Steven; Chalak, Morteza; Kingwell, Ross S..
Modelling complex systems such as multiple-use reservoirs can be challenging. A legitimate question for scientists and modellers is how best to model their management under uncertain rainfall. This paper studies whether it is worth using a stochastic model that requires more effort than a much simpler deterministic model. Both models are applied to the management of a multiple-use reservoir in southern Vietnam. Although no single modelling approach is universally superior, this study indicates that the desirable modelling approach is stochastic if reservoir capacity and water use demands have a high enough impact on the optimal timing of reservoir water use.

Optimal On-Farm Grain Storage by Risk-Averse Farmers 31
Lai, Jing-Yi; Myers, Robert J.; Hanson, Steven D..
Most previous research on post-harvest grain storage by farmers has assumed risk-neutral behavior and/or made restrictive assumptions about underlying price probability distributions. In this study, we solve the optimal on-farm storage problem for a risk-averse farmer under more general assumptions about underlying price distributions. The resulting model is applied to Michigan corn farmers and findings show, contrary to the "sell all or nothing" risk-neutral rule, risk-averse farmers will spread sales out over the storage season. As farmers become more risk averse, the optimal strategy is to sell more grain at harvest and spread sales over the storage season, even though this practice reduces expected return. This result is more consistent with observed...

A Comparison of Parametric Approximation Techniques to Continuous-Time Stochastic Dynamic Programming Problems 31
Kompas, Tom; Chu, Long.
We compare three parametric techniques to approximate Hamilton-Jacobi-Bellman equations via unidimensional and multidimensional problems. The linear programming technique is very efficient for unidimensional problems and offers a balance of speed and accuracy for multidimensional problems. A comparable projection technique is shown to be slow, but has stable accuracy, whereas a perturbation technique has the least accuracy although its speed suffers least from the curse of dimensionality. The linear programming technique is also shown to be suitable for problems in resource management, including applications to biosecurity and marine reserve design.

Optimal Management of Molds in Stored Corn 31
Yigezu, Yigezu A.; Alexander, Corinne E.; Preckel, Paul V..
Long term storage of corn is becoming more common due to the recent increase in the demand for corn by ethanol plants. Infection of maize kernels by toxigenic fungi remains a challenging storage problem despite decades of research. Experts in storage management propose the use of a combination of preventive and monitoring-based responsive strategies in response to mold risks. In this paper, a stochastic dynamic programming model is solved to determine the expected profitability and optimal combination, timing and intensity of the proposed mold management strategies using farmers’ existing infrastructure. The results show that even with relatively high monitoring costs, maintaining high quality grain using a monitoring based optimal mold management strategy...

Optimising woody-weed control 31
Zull, Andrew F.; Cacho, Oscar J.; Lawes, Roger A..
Woody weeds pose significant threats to the 12.3 billion dollar Australian grazing industry. These weeds reduce stocking rate, increase mustering effort, and impede cattle access to waterways. Two major concerns of woody-weed management are the high cost of weed management with respect to grazing gross margins, and episodic seedling recruitments due to climatic conditions. This case study uses a Stochastic Dynamic Programming (SDP) model to determine the optimal weed management decisions for chinee apple (Ziziphus mauritiana) in northern Australian rangelands to maximise grazing profits. Weed management techniques investigated include: no-control, burning, poisoning, and mechanical removal (blade ploughing). The model provides clear weed management...
