Environmental efficiency of small farms in selected EU NMS AgEcon
Suta, Cornelia Madalina; Bailey, Alastair; Davidova, Sophia.
The objective of this paper is to investigate the relationship between the environmental efficiency and farm commercialisation in selected EU NMS (Bulgaria, Romania and Poland). Using a cross- section of agricultural households, environmental technical efficiency scores are calculated using hyperbolic distance function approach. The results indicate there is a negative relation between the increase in commercialisation of small farms and the production of negative externalities, like nitrogen surplus.

FARM HOUSEHOLD EFFICIENCY IN MOZAMBIQUE AgEcon
Uaiene, Rafael N.; Arndt, Channing.
This article provides estimates of farm household efficiency and its determinants among smallholder farmers in Mozambique. A translog stochastic frontier production function and a first difference model incorporating a model of farm household inefficiency effects are applied to test the existence of agricultural farm household inefficiencies and their determinants in Mozambique. The null hypothesis of equal farm household efficiency among households was rejected. Variation in farm household efficiency indicates that access to agricultural technology is a severe constraint for most farm households. Factors such as access to advisory services, access to rural credit, membership to an agricultural association, use of improved agricultural technology...

Comparing productivity growth in conventional and grassland dairy farms AgEcon
Kellermann, Magnus; Salhofer, Klaus.
This paper analyzes technical efficiency and productivity growth of dairy farms in southern Germany. We compare the performance of farms operating on permanent grassland and conventional farms using fodder crops from arable land. Using a latent class stochastic frontier model, intensive and extensive production systems are identified for both types of farms. We estimate stochastic output distance functions to represent the production technology. TFP change is calculated and decomposed using a generalized Malmquist productivity index. Our results show that grassland farms can in general keep up with conventional farms. The productivity on intensive (extensive) grassland dairy farms grew by 1.15% (0.93%) per year, compared to 1.19% (intensive) and 1.0%...

Impact of Off-farm Income on Farm Efficiency in Slovenia AgEcon
Bojnec, Stefan; Ferto, Imre.
The paper investigates the impact of off-farm income on farm technical efficiency for the Slovenian Farm Accountancy Data Network farms in the years 2004-2008. Farm stochastic frontier time-varying decay inefficiency is positively associated with total utilised agricultural areas and total labour input, and vice versa with intermediate consumption and fixed assets. We find a positive association between farm technical efficiency and the off-farm income. Farm technical efficiency has increased steadily over time, the process, which was led by the off-farm spill over effect and most efficient farms. Farm technical efficiency is also positively associated with economic farm size, while association with subsidies is mixed depending on the estimation procedure....

Productivity Change and Agricultural Policy Reform in China: Village Level Evidence for 1995 to 2009 AgEcon
Zheng, Li; Kening, Wu.
Adopting Stochastic Frontier Analysis and the multivariate regression model and employing 1995-2009 village-level data, the paper evaluates and interprets the effect of China’s agricultural policy reform on agricultural productivity change in the past fifteen years. The results show that China’s agricultural productivity has made significant growth in the past fifteen years under the influence of China’s agricultural policy reform. Furthermore, the effects of different agricultural policies on technical change and technical efficiency have significant differences with obvious periodic and regional features. The economic development pattern combining liberty with regulation has also led to frequent changes in China’s agricultural policies, which results in...

Accounting for (In)Efficiency in the Estimation of Time-Varying Returns to Scale AgEcon
Shaik, Saleem.
This paper has a two-fold contribution. First, it examines the importance of accounting for (in)efficiency in the estimation of primal production function on the input elasticities, technical change, and calculation of returns to scale. Second, it applies a variant of the rolling regression technique to identify time-varying input elasticities, technical change, and return to scale. Empirical application to the Asian agriculture sector using Food and Agricultural Organization data from 1961-2005 indicates returns to scale are underestimated by the traditional pooled and panel models. Further, the time-varying estimates of input elasticities, technical change, and returns to scale indicate variations with each additional year of information.

Czech Agricultural Associations and the Impact of Membership on Farm Efficiency AgEcon
Bavorova, Miroslava; Curtiss, Jarmila; Jelinek, Ladislav.
The study investigates the efficiency effect of affiliation with the two strongest associations in Czech agriculture. These represent large-scale enterprises and individual farmers, respectively. The efficiency analysis is supplemented by analyses of incentives for associations' membership and farm characteristics decisive for membership choice. The results imply that political lobbying is the main entry incentive. Commercially-oriented individual farms which employ external workers are more likely to choose association membership, as are agricultural enterprises that specialize in livestock production or preserve a high share of employee ownership. We find that association membership has a significant positive impact on farms' performance, especially...

Measurement and Explanation of Technical Efficiency Performance in Ukrainian Agriculture, 1991-1996 AgEcon
Murova, Olga I.; Trueblood, Michael A.; Coble, Keith H..
The present study examines technical efficiency patterns in Ukraine’s crop sector for 1991-1996. The economic and policy environment in Ukraine has changed since reform began in 1991. Many policy changes have exerted offsetting economic pressures on efficiency. Enterprise privatization and the liberalization of prices and trade put upward pressure on technical efficiency, whereas start-stop land privatization efforts, unpredictable government intervention, and slow developments in the credit and labor markets put downward pressure on efficiency. We found that technical efficiency appears to have improved slightly over the 1991-1996 period, suggesting that the positive forces had more impact.

MEASURING TECHNICAL EFFICIENCY IN A SMALL-SCALE FISHERY: A causality analysis AgEcon
Sergio, Colin-Castillo.
The analysis of technical efficiency (TE) on the small-scale fishery is relevant for several reasons. While this type of fishery is highly common in developing countries like Mexico, there are a very limited number of analyses assessing their efficiency. Indeed, there is no precise information on the contribution of the small-scale fisheries to livelihoods and economies in developing nations. Exploring this gap in the research would be relevant for the decision making policy. On the one hand, small-scale fisheries can generate significant profits and be more resilient to shocks and crises; two important elements to poverty alleviation and food security. But on the other hand, small-scale fisheries may overexploit stocks, harming the environment and...

Exploring the Role of Managerial Ability in Influencing Dairy Farm Efficiency AgEcon
Byma, Justin P.; Tauer, Loren W..
This paper explores the role of managerial ability in determining efficiency in New York dairy farms. Using an unbalanced panel of farm data from 1993 through 2004, we estimate output-oriented technical efficiencies using stochastic distance frontier functions. We find that both lagged net farm income and farmers’ own estimates of the value of their labor and management as proxies for managerial ability impact measured efficiency. Efficiency increases with operator education, farm size, and extended participation in a farm management program, but decreases with operator age.

Does Accounting for Inefficiency Affect the Time-Varying Short and Long-Run Returns to Scale? AgEcon
Shaik, Saleem.
The returns to scale for nineteen South Asian countries are estimated using window and cumulative rolling stochastic frontier regression analysis. The stochastic frontier analysis accounts for technical inefficiency of Hicks non-neutral technology production function in the estimation of the returns to scale. The window rolling regression and cumulative rolling regression allows the estimation of short and long run time-varying returns to scale, respectively. Empirical application to Asian agriculture sector using Food and Agricultural Organization data from 1961-2008 indicates returns to scale are under (over) estimated by the traditional panel models in the short (long) run time-varying estimation. The time-varying estimates of returns to scale indicate...
