Double coupling: modeling subjectivity and asymmetric organization in social-ecological systems Ecology and Society

Social-ecological organization is a multidimensional phenomenon that combines material and symbolic processes. However, the coupling between social and ecological subsystem is often conceptualized as purely material, thus reducing the symbolic dimension to its behavioral and actionable expressions. In this paper I conceptualize social-ecological systems as doubly coupled. On the one hand, material expressions of socio-cultural processes affect and are affected by ecological dynamics. On the other hand, coupled social-ecological material dynamics are concurrently coupled with subjective dynamics via coding, decoding, personal experience, and human agency. Our purpose in the present work is to make a methodological contribution to enrich the SYAL concept from two points of view. Firstly, as a critical reconsideration of the theory of territorial development, and more specifically SYAL development, taking into account the fact that the local institutional framework is the result of the complex - even conflictive - interaction of economic rationales based on diverse cultural logics. Secondly, as an analysis of the strategies promoted by this type of development, identifying the endogenous components which strengthen and reinforce in local actors the ability to reflectively structure and re-structure system relationships at the territorial level. Risk in Public Policy Making: A Neglected Issue in Australia AgEcon

We argue for greater recognition of the risky nature of most policy decisions. In this context we discuss the gulf between public risk perceptions and attitudes and those of 'experts'. Public views of risk are often inconsistent and seemingly irrational. They nevertheless influence policy choices in a democracy. On the other hand, experts often claim unjustifiable levels of confidence in their predictions of policy choice outcomes, creating a lack of public faith in their recommendations. While risky policy choices deserve more systematic decision analysis, there is a need for more effective interaction between policy makers, decision analysts and the public.
