From Premise to Practice: a Critical Assessment of Integrated Water Resources Management and Adaptive Management Approaches in the Water Sector Ecology and Society

The complexity of natural resource use processes and dynamics is now well accepted and described in theories ranging across the sciences from ecology to economics. Based upon these theories, management frameworks have been developed within the research community to cope with complexity and improve natural resource management outcomes. Two notable frameworks, Integrated Water Resource Management (IWRM) and Adaptive Management (AM) have been developed within the domain of water resource management over the past thirty or so years. Such frameworks provide testable statements about how best to organise knowledge production and use to facilitate the realisation of desirable outcomes including sustainable resource use. On the Choice of Cost and Effectiveness Indicators in the Context of the European Water Policy AgEcon

The Water Framework Directive requires EU Member States to analyse economic impacts of the Directive's implementation. To reach a "good status", instruments have to be judged according to their cost-effectiveness. We evaluate costs and effects of measures to reduce nitrate emission of Austrian agriculture. Results are based on a model that integrates production decisions with stochastic environmental outcomes. The Directive's requirement to involve stakeholders may make it necessary to take a large number of indicators into consideration. We find that alternative calculations of the effectiveness criterion give different rankings of the most effective combination of measures.

EU WATER POLICY: RESEARCH DEVELOPMENTS AND NEW MANAGEMENT TOOLS AgEcon

At the end of 2000, the European Commission published its Water Framework Directive (WFD) in the Official Journal of the European Communities (2000/60/EC). This new legislation provides for achieving the sustainable management of water resources through its 26 articles that focus primarily on the improvement and protection of the quality of European water resources. The WFD adopts an integrated approach, based upon general principles deriving mainly from four disciplinary approaches, Geography; Ecology; Economics and Sociology. The new challenges posed to the people responsible for the management of water resources across the European Union include the "marrying" of existing national policies with the stipulations of the WFD.
