The US dairy sector is facing structural changes including a geographical shift in dairy production and a tendency towards the implementation of more intensive production systems. These changes might significantly affect farm efficiency, profitability and the long-term economic sustainability of the dairy sector, especially in more traditional dairy production areas. This study employed data envelopment analysis (DEA) to evaluate the comparative efficiency performance of selected commercial banks, rural financial institutions and microfinance institutions in China. The first pairwise comparison indicated that commercial banks achieved higher level of overall technical efficiency, pure technical efficiency and scale efficiency than rural financial institutions (including RCCs) through the study period (2004-2007). Overall technical inefficiency seems to be more attributed to scale inefficiency rather than pure technical inefficiency for both commercial banks and rural financial institutions. The research focus of the paper is to distinguish allocative and technical inefficiencies on Moscow region corporate farms. DEA specifications with both monetary and technical objective functions are applied. Reduced costs and sensitivity analyses are used to identify fixed inputs constraining either allocative or technical efficiency. To decrease heterogeneity and allow for the accessibility to different technologies of a given farm, the farms are grouped with respect to the set of outputs they produce. Thus, as a result of an unstable market environment, it is shown that allocative inefficiency causes 65-100 % (depending on the group) of total inefficiency in 2002 and 60-96 % in 1999.
