Land reform started in Ukraine 14 years ago became one of the most important issues in transformation of large state agricultural enterprises into market oriented agricultural enterprises. Significant changes in land use and land ownership has happened as a result of land reform implementation in Ukraine. Namely, state monopoly on land was eliminated, agricultural land was privatized, citizens of Ukraine received land plots in possession, first land transactions have happened at agricultural land market etc. Actual data regarding Ukrainian land relations reformation is systematized in this Discussion paper with especial focus on establishing the prerequisites of further formation and perspective development of the agricultural land market in Ukraine.... Im Zuge der Erlangung staatlicher Souveränität begannen in Weißrussland wirtschaftliche Restrukturierungsprozesse. Im Vergleich zu anderen ehemaligen Sowjetrepubliken blieben diese Reformbemühungen des Wirtschaftssystems von einer Plan- zur Marktorientierung jedoch sehr zaghaft und kamen bis Mitte der 1990er Jahre sogar fast vollständig zum Erliegen. Dieser Prozess ging mit dramatischen Produktionseinbrüchen insbesondere in der Landwirtschaft einher. Der insgesamt negative Trend ist nach wie vor anhaltend. Besonders betroffen ist die Fleischproduktion, da viele Haushalte ihre Nachfrage nach Fleischprodukten primär durch Subsistenzwirtschaft decken und daher ein erheblicher Teil der Nachfrage für die fleischproduzierenden Unternehmen weggebrochen ist. Der Transformationsprozess Russlands von einer zentralstaatlich geplanten Volkswirtschaft hin zu einer Marktwirtschaft nach westlichem Vorbild liefert eine aufschlussreiche Fallstudie über die von William Baumol (1990) vertretene These der institutionellen Steuerbarkeit von produktivem Unternehmertum durch einen unabhängigen und wohlmeinenden Staat (Journal of Political Economy 98, S. 893-921).
