New crop varieties often have been promoted in developing countries based upon superior yield vis-a-vis locally available varieties. This research presents a hedonic model for upland rice by drawing upon the input characteristics and consumer good characteristics model literature. Model specification tests determine that a combination of production and consumption characteristics best explains the willingness to pay for new upland rice varieties. This non-separable household model specification determined that four traits explain the willingness to pay for new rice varieties: plant cycle length, plant height, grain elongation/swelling and tenderness. Survey and classification of highland rice cultivation areas to indicate acid soil crisis was conducted on altitude 700 meters above sea level. Soil sampling was conducted form 7 districts of Mae Hong Son province are namely Muang, Khun Yuam, Mae La Noi, Mae Sariang, Sop Muey, Pai and Pang Ma Pha in the year 2012-2013. A total of 115 soil samples were consisting of 68 paddies and 47 upland conditions. Soil samples were analysis to find out the soil pH. The result showed that the strongly acid, moderately acid and slightly acid are 39.13, 21.74 and 20.86 percentages, respectively. This research aimed to access farmer participatory breeding in selecting the local upland rice varieties for desirable agronomic traits, good cooking and eating grain characteristics. The research carried out in the land reform area of amphoes Mueang, Lamae, Thung Tako in Chumphon province. The experiment comprised 12 upland rice varieties, 11 experimental lines and 1 standard check, by using the Randomized Complete Block design with 4 replications. Development of local rice variety at Krabi Rice Research Center is an experiment under local upland rice breeding program in the southern region for compensating rubber trees and oil palms. One hundred and twenty rice varieties that farmers grow in the southern region were selected to study since 2008 until now. The aims of this study are to record the characteristics, categorize, investigate, select pure rice seed, compare production and test on using nitrogen fertilizer. The result showed that this variety, Dokkha, is photoperiod sensitive.
