The Integrated Framework (IF) was established by WTO trade ministers in 1996 to promote the integration of the least developed countries (LDCs) into the global economy.1 This was in response to the slow progress of the LDCs in successfully integrating into the world economy. Participating agencies include the WTO, the IMF, the International Trade Center, UNDP, UNCTAD, and the World Bank (WB). Progress in mobilizing donor support proved difficult, and the program started slowly. The concept of multifunctionality, in which agriculture is viewed as a source of both commodity and non-commodity outputs, has stimulated debate on the desirability of further trade liberalization. We explore the economics of multifunctionality and its policy implications. We argue for a new policy approach in which land and natural resource managers are remunerated for positive non-commodity outputs and penalized for negative outputs. This would require devolution in policy implementation from the centre to the local level. Such an approach would permit countries to achieve broader social objectives, while at the same time continuing to pursue trade liberalization. |

Our paper focuses on the key element of the 2003 CAP reform: on the single farm payment (SFP). The basic aim was to decouple direct payment from production decisions. Because of the widespread agricultural policy reforms (support producers with the least possible distortions) and of the on-going WTO negotiations, this is an issue attracting significant attention on behalf of agricultural economists. Development objectives dictate that the Doha negotiations address tariff escalation. This could increase the production and export of processed goods in developing countries, expand investment and employment, and reduce dependence on primary product exports. Despite its importance, little progress has been made, notwithstanding that a final resolution to the negotiations will not be possible without bringing this issue to resolution. This paper quantifies tariff escalation within WTO members' tariff schedules and the degree to which a tiered formula could address this problem. Utilizing a detailed partial equilibrium global agricultural trade model we estimate the possible gains to developing countries from reducing tariff escalation. |

The EU dairy sector will be one of the most sensitive sectors to be affected by the outcome of the on-going negotiations for the new WTO round for agriculture. Nevertheless, if the Next WTO Round is going to be along the same lines as the Uruguay Round, the EU may be able to stay within the WTO commitments for export subsidy in the dairy sector without further reforms in the Common Agricultural Policy. Certainly, some minor reforms are needed to relieve the binding commitments for cheese and other milk products. This paper provides an overview of the banana dispute between the EU and the United States at the WTO which was finally resolved in July 2001. The paper outlines the origins of the dispute in the EUs legal obligations to its preferred suppliers, primarily former colonies, and the subsequent evolution of the EU banana trade regime. The Single European Act and subsequent complaints to the GATT and the WTO have necessitated successive reforms of the EU banana regime, culminating in a landmark WTO Panel decision in 1997. The GATT was an organization that was seldom at the centre of political controversy, nor was it the object of virulent protest. The WTO, which succeeded it, however, has not enjoyed the GATT's anonymity. The controversies surrounding the WTO detract from its effectiveness and debase its credibility. In large measure, the contentious issues that the WTO has been attempting to deal with since its inception do not have at their heart trade in goods and services. The elements of the approach to disciplining domestic support for agriculture in the Doha round of WTO negotiations are evaluated using data for a selection of OECD countries. Despite a substantial increase in complexity in comparison to the Uruguay Round Agreement, the new approach is unlikely to require real reductions in trade-distorting support.
