Assessing the role of the research in the transition to organic farming by using the Actor Network Theory: lessons from two case studies in France and Bulgaria Organic Eprints
Quiédeville, Sylvain; Slavova, Petya; Touzard, Jean-Marc; Barjolle, Dominique.
This paper explores the potential of Actor Network Theory (ANT) in understanding how the process of interaction and translation between human and non-human actors contribute to the development, adoption and diffusion of science-based innovations linked to the transition to organic farming. The study relies on two case studies, the French Camargue case covering a range of technical and social innovations, and the case from Bulgaria focusing on the development of a technical and product innovation, i.e. a veterinary product for organic beekeeping. The paper shows the limitations of classical approaches in studying innovations since they underestimate the role of heterogeneous actors, their status, and how they interact with each other. We argue that focusing...

CAP Reform and Innovation: The Role of Learning and Innovation Networks Organic Eprints
Brunori, Gianluca; Barjolle, Dominique; Dockes, Anne-Charlotte; Hemle, Simone; Ingram, Julie; Klerkx, Laurens; Moschitz, Heidrun; Nemes, Gustáv; Tisenkopfs, Talis.
The technological and organizational solutions the agricultural sector has undertaken in the past are not always compatible with the constraints and opportunities that the rural economy and society will face in the future. There is growing agreement that the goal of sustainability cannot be fulfilled without a profound change in the way the economy is organized. Innovation policies are among the most suitable instruments for this purpose. The article, based on the SOLINSA conceptual framework, adopts a network approach to innovation policies. Based on empirical evidence collected from case studies across Europe in the first phase of the project, the paper proposes the concept of Learning and Innovation Networks for Sustainable Agriculture (LINSA). LINSA...

Ex-Post Evaluation of the Impacts of the Science-Based Research and Innovation Program: A New Method Applied in the Case of Farmers’ Transition to Organic Production in the Camargue Organic Eprints
Quiédeville, Sylvain; Barjolle, Dominique; Mouret, Jean-Claude; Stolze, Matthias.
This paper aims to assess the contribution, role, and impacts of the Science-Based Research and Innovation Program (ISRIP) on farmers’ transition to organic production in the Camargue. Focusing on how, and to what extent, research actors have contributed to the innovation pathway, we applied a methods-mix. The Participatory Impact Pathway Analysis (PIPA) was used to uncover complex mechanisms along the innovation process; the Outcome Harvesting method to adapt PIPA to the requirements of an ex-post evaluation, and the Social Network Analysis (SNA) to emphasize actors’ relationships in relation to the development process. We demonstrate that the research has contributed to change by developing co-learning interactions with farmers, although this was not...

Impacts of science-based research and innovation program: The case of farmers’ transition to organic production in Camargue Organic Eprints
Quiédeville, Sylvain; Barjolle, Dominique; Stolze, Matthias; Mouret, Jean-Claude.
This paper attempts to assess the impacts of science-based research and innovation program (ISRIP) of farmer’s transition to organic rice in Camargue. We applied a methods-mix revolving around the Impact Pathway Analysis (IPA) with the goal of shedding light on complex mechanisms that occur along innovation processes and ex-post reconstructing the impact pathway of the “basket of innovations” which was identified as the main innovation in the theory of change of the program. The analysis allows identification of the specific role of the research. We demonstrate that the French National Institute of Research Agriculture (INRA) contributed to change in supporting growers through experimental trials, discussions and leaflets even though the rice producers...

IMPRESA case study brief: Transition to organic production - The case of the Camargue in France Organic Eprints
Quiédeville, Sylvain; Schmid, Otto; Stolze, Matthias; Barjolle, Dominique.
This case study focuses on the transition to organic farming in the French Camargue. A research programme was launched in the year 2000 with the objective of expanding organic farming in the territory and thus responding to the severe environmental problems, e.g. the pollution of the Rhône River. The main impacts of the research – additionally driven by external factors, especially economic ones – are the increase in the surface under organic rice (the main crop in the territory) as well as increased revenues at farm level. We hereby trace back the innovation pathway, describe the key influencing factors and draw general conclusions for research and innovation in EU agriculture.

Quiédeville, Sylvain; Barjolle, Dominique; Stolze, Matthias; Schmid, Otto.
In this report we assess the contribution, role, and impacts of the Science-Based Research and Innovation Program (ISRIP) on farmers’ transition to organic production in the Camargue. We have applied a qualitative method based on the Participatory Impact Pathway Analysis (PIPA) and complemented by other methods to adapt it to the requirements of an-ex-post evaluation (with Outcome Harvesting), to identify the role played by the different actors along the innovation pathway (with the Social Network Analysis), to validate the pathway links (with the Process tracing) and to identify the crucial components in the pathway (by asking counterfactual questions to stakeholders). We demonstrate that the research has played a limited role to support farmers’...

Schmid, Otto; Quiédeville, Sylvain; Sterly, Simone; Barjolle, Dominique; Midmore, Peter.
The findings and recommendations presented in this Research Brief are based on six regional case studies, which were performed to develop and test a methodological framework for assessing the impacts of Scientific Research on Agriculture (SRA). The aim was to investigate the complex innovation processes occurring along related impact pathways. The case studies were selected in five countries for their agro-ecological and socio-economic diversity. The methodology developed was based on the Participatory Impact Pathway Analysis(PIPA) and complemented by some additional methods, mainly to adapt the PIPA approach to the requirements of an ex-post impact assessment (using Outcome Harvesting). We also put more emphasis on the role of the actor network,...

Tracing the Pathways from Research to Innovation: Evidence from Case Studie Organic Eprints
Barjolle, Dominique; Midmore, Peter; Schmid, Otto.
The complex process through which agricultural research stimulates innovation and achieves policy goals has commonly been treated as a ‘black box’ in the scientific literature. Statistical correlations between measured expenditure and impacts, where satisfactorily established, have mostly led to details of the research and innovation system being ignored. However, identifying and exploring causal chains of impact propagation can strengthen agricultural innovation. IMPRESA investigated impact mechanisms for research‐based innovations in six case studies using a Participatory Impact Pathway Assessment approach. Several suggestions result for improving performance and public support for agricultural research. Planning for impact is needed at the design phase...

Using social network analysis to evaluate the impacts of the research: on the transition to organic farming in the Camargue Organic Eprints
Quiédeville, Sylvain; Barjolle, Dominique; Stolze, Matthias.
This paper evaluates the relevance of undertaking a Social Network Analysis (SNA) to better understand the role played by the network of actors during innovation processes as well as validate stakeholders’ views on actors’ relationships in a case study on the transition to organic farming in the Camargue territory (South of France). The SNA method is part of a set of methods that forms an approach that was developed to evaluate ex-post the impacts of agronomic research in the framework of the European research project IMPRESA. The analysis particularly confirms, through the indicator of Betweenness, the growing role played by INRA (French National Institute of Agronomic Research) in the network and its contribution to the transition to organic...
