Application of a double bootstrap to investigation of determinants of technical efficiency of farms in Central Europe Inra

The paper provides one of the first applications of the double bootstrap procedure (Simar and Wilson 2007) in a two-stage estimation of the effect of environmental variables on non-parametric estimates of technical efficiency. This procedure enables consistent inference within models explaining efficiency scores, while simultaneously producing standard errors and confidence intervals for these efficiency scores. The application is to 88 livestock and 256 crop farms in the Czech Republic, split into individual and corporate.

Can the CAP payments facilitate the growth of individual farms in the NMS post-EU accession? Inra

The impact of the introduction of the EU Single Area Payments (SAP) on farm strategy is investigated for a sample of Lithuanian farms, utilising farm accounting and survey data. The applications of two investment models demonstrate that the credit market in Lithuania was imperfect prior to accession and that some farms were financially constrained. The introduction of the SAP has a significant, positive influence on farmers’ intentions to expand their farm area compared to a baseline scenario of the continuation of pre-accession policy. This paper aims to investigate whether distributional issues within corporate farms in the New Member States will be exacerbated by the introduction of the CAP direct payments. The paper focuses on the specific impact of the payments on the land rented to the corporate farms by private landowners. If the latter are not satisfied with the level of rent they receive, they have the option to end their rental contract and withdraw their land from the farm. Before the accession to the EU the landowners did not have strong incentives to withdraw, as the other available opportunities were not associated with higher returns on land ownership. Intended farmers responses to decoupled CAP payments in selected EU-15 and new member states: what are the policy lessons? Inra

This briefing emphasises some of the findings of a study of the impact of decoupled payment system on farmers’ intentions in five EU Member States carried out within the FP6 IDEMA project (Impact of Decoupling and Modulation on the Enlarged EU). The analysis draws on primary survey data and farm accounting records. IDEMA project collected a unique dataset of farmers’ intentions regarding their planned activities in the post-accession / single payment system era in five EU Member States (England, France, Lithuania, Slovakia and Sweden). Performance of different institutional units in the Czech Republic and the role of external financing Inra

The paper analyses the relationship between the financial structure of the different institutional units in the Czech Republic and their performance, by testing several theoretical hypotheses. It employs Data Envelopment Analysis to estimate separately corporate and individual farms’ technical efficiency, and investigates the effect of indebtedness on efficiency in a second stage, accounting for potential endogeneity. No substantial differences were detected between individual and corporate farms. For both groups higher long-term indebtedness negatively affects farm performance (agency theory and adjustment hypothesis), while the latter is used for appraising loan applications (credit evaluation). Case studies to banks and farms confirmed these findings.

Perpetuation of subsistence farming in Kosovo: the role of factor market imperfections Inra

This paper investigates the determinants of agricultural households’ product commercialization in Kosovo in 2005, focusing on imperfections in output and input markets. Based on household modelling in the context of transaction costs and data from a survey 4,187 agricultural households, the share of output sold is regressed over a set of explanatory variables using a truncation regression accounting for potential endogeneity. Results show that high labour price, low land availability and relatively poor physical infrastructure are strong impediments to commercialization of agriculture in the region. Potential impact of the CAP Single Area Payment on the structural change in Slovakia Inra

The implementation of the latest CAP review in the EU New Member States (NMS) represents not only a change in the form of payments (from fully coupled to partially decoupled payments) but also an increase in the level of payments received by farmers. It is expected that farm restructuring in the NMS will be accelerated as greater payments, given with no obligation to produce, might allow those farmers who are willing to exit the farming sector to get the required funds to do so.
