Over fifteen years have elapsed since the transition from the centrally planned economic system started in the early 1990’s. During this time agricultural and rural areas of Central and Eastern Europe have undergone profound structural changes with wide variations in the degree of transformation and in the rate of success in creating a competitive market and private ownership based food and agricultural system. By becoming member of the European Union the "transition" in its traditional interpretation has been concluded in ten of the Central East European countries. The current publication covers Albania, Bosnia-Herzegovina, Croatia, Kosovo under UNSCR 1244/99, the FYR Macedonia, Montenegro and Serbia, and provides an overview of the agricultural situation in the European Union (EU) candidate and potential candidate countries of the Western Balkans (WBs). The objective was to provide an analysis of the development and current situation in agriculture and agricultural policy in these countries as relates to the EU accession process. The individual country reports, as well as a cross-country overview and comparison, have been prepared as a part of "AgriPolicy" project, which was financially supported by the European Commission under the 7th framework program.

Assessing the Future Development of the Macedonian Agriculture: Partial equilibrium model of livestock-feed sector AgEcon

The country is facing one of the biggest challenges since its independence – the process of the EU accession. Taking into consideration that „forecasting important economic events is source of power“ (Howitt, 2005), the aim of this paper is to develop a model in order to assess the impact of the EU membership on the Macedonian agriculture. The model is recursive, dynamic, multi-product partial equilibrium model for the meat, dairy and cereals sector in the Republic of Macedonia. It follows the AGMEMOD principles, hence comprising the local features of the Macedonian agriculture. The baseline scenario shows a positive growth of the pig meat, lamb meat and cow milk sectors. Differentiation as a Precondition for Efficient EU Enlargement the Case of Slovenia AgEcon

This paper's aim is an assessment of economic effects of Slovenia's accession to the EU in the field of agriculture and a discussion about some key dilemmas about the introduction of CAP in the new member states. For the purpose of assessing economic effects, a new sectoral model of Slovenian agriculture APAS-PAM has been compiled which allows assessment of market and income effects for ten key agricultural products with regard to various accession scenarios. The accession under the scenario of equal treatment of new member states would bring significant improvements in the aggregate income levels. Food Demand in Slovenia AgEcon

The objective of this research is to analyse food consumption patterns in Slovenia for households segmented by quartile income levels and for whole Slovenian population. Food items are divided into seven commodity groups. Cross-sectional household data from Household Budget Survey 2001 were used. We apply the linearly approximated Almost Ideal Demand System (LA/AIDS). Empirical results show positive expenditure elasticities being close to one where in general demands for dairy products and for vegetables have expenditure elasticities higher than unity. All Marshallian and Hicksian own price elasticities are negative and less than one. Demand for meat and fish is quite price inelastic whereas demand for vegetables is pretty sensitive to its own price...

How to deal with the challenges of linking a large number of individual national models: the case of the AGMEMOD Partnership AgEcon

The AGMEMOD Partnership seeks to capture the inherent existing heterogeneity of agricultural systems by linking together individual EU Member State models, an aggregated EU model and several accession countries into one single model, while still maintaining analytical consistency. Implications of EU Enlargement for Agricultural Markets in the New Member States AgEcon

The paper presents an analysis of the impact of the Common Agricultural Policy implementation on the agricultural markets of the eight new EU Member States. The study is based on the AGMEMOD (AGricultural MEmber states MODelling) national econometric models. Two scenarios are simulated for each country. The "Baseline" scenario assumes the implementation of the Single Area Payment Scheme until 2008 and the subsequent introduction of the Single Payment Scheme from 2009 onwards. Complementary national direct payments would remain in force until 2013. Income Situation of Agricultural Households in Slovenia after EU Accession: Impacts of Different Direct Payments Policy Options AgEcon

Paper investigates income effects of different direct payments policy options after the accession of Slovenia to the EU by application of a static deterministic total income model for rural households in Slovenia (TIM). Model is based on actual income data of 120 agricultural households in Slovenia. With respect to pre-accession baseline situation and accession agreement, income situation of analyzed households is likely to improve under all analyzed policy scenarios. Estimated benefits are highest in case of standard direct payments scheme, followed by basic flat-rate area payment option (entirely decoupled). The paper attempts to quantify determinants influencing dynamics of employment decisions on agricultural households in Slovenia and to test specific aspects of labour reallocation during transition period by application of agricultural household model. Through the use of 1991-2000 panel data for 22,055 farm households, quantitative analysis of intertemporal employment decisions of farm holders is carried out by the use of probit techniques. The Impact of CAP and EU Cohesion Support on Growth and Convergence of the Eastern Slovenia Region in the Period 2007-2013 AgEcon

The paper investigates economic performance of the Eastern Slovenia region in the changed economic and policy environment after the accession to the EU. The likely impacts of public expenditure in the field of cohesion and agricultural policy in the period of the Community financial perspective 2007-2013 are analysed by the regional Input–Output model estimated with modified GRIT methodology.
