Fauconnet, Laurence.
The ecosystem approach of sheries requires to rethink sheries management at integrated scales. Knowledge on shing pressure at the community level remains limited while pressure is the lever by which management operates. This work aims at characterizing in detail catches, that is indirectly shing pressure, and to link its components to different management objectives. For doing so, this work relies on analyses of at-sea observer data. The ecosystem approach of sheries requires to rethink sheries management at integrated scales. Characterizing catches taken by different gears as a step towards evaluating fishing pressure on fish communities ArchiMer
Fauconnet, Laurence; Trenkel, Verena M.; Morandeau, Gilles; Caill-milly, Nathalie; Rochet, Marie-joelle.
To implement an ecosystem approach to fisheries management, there is a need to characterize the total pressure exerted by fisheries at the community level. French onboard observer data were used to derive catch metrics and compare fishing distribution across community components between two sites in the Southern Bay of Biscay. Sample-based rarefaction curves were used to standardize metrics across different active and passive gears, and correct for sample size differences. Six metrics for species, length and functional catch composition were tested. Length and functional metrics were found the most relevant metrics to highlight differences in catches between gears, sites, and gear-site interactions. Significant differences were found between gears, mainly...

Discarded fish in European waters: general patterns and contrasts ArchiMer

To reduce the practice of discarding commercially fished organisms, several measures such as a discard ban and extra allowances on top of landings quotas (“catch quota”) have been proposed by the European Commission. However, for their development and successful implementation, an understanding of discard patterns on a European scale is needed. In this study, we present an inter-national synthesis of discard data collected on board commercial, towed-gear equipped vessels operating under six different national flags spanning from the Baltic to the Mediterranean Seas mainly between 2003 and 2008. We considered discarded species of commercial value such as Atlantic cod (Gadus morhua), haddock (Melanogrammus aeglefinus), European hake (Merluccius merluccius),...

Fishing Industry Perspectives on the EU Landing Obligation ArchiMer
Fitzpatrick, Mike; Frangoudes, Katia; Fauconnet, Laurence; Quetglas, Antoni.
The Landing Obligation (LO) represents a fundamental change in European Union fisheries policy and it has a particularly significant bearing on the activities of Europe’s fishing industry. This chapter provides an account of European fishing industry engagement with the discard issue prior to the LO and industry attitudes towards the LO. A discussion about discard management in Europe follows. The fishing industry had a consistent approach to discard management in the run-up to the LO enactment: they favoured fishery-specific discard reduction plans and were unanimously opposed to an outright ‘discard ban’. Canvassing fishers’ opinions from the North Sea (Denmark, France), Eastern and Western Mediterranean (Greece, Spain and France), the Celtic Sea...

Fishing selectivity as an instrument to reach management objectives in an ecosystem approach to fisheries ArchiMer
Fauconnet, Laurence; Rochet, Marie-joelle.
With the development of the ecosystem approach to fisheries, improving fishing selectivity has increasingly been put forward as an objective for management. The aim of this paper is to clarify the limits of fishing selectivity and its use in fisheries management. Fishing selectivity would be better apprehended if restricted to the catching process only, not to the utilisation that is made of the catch once onboard, which falls under catch utilisation. Confusion would be further limited if fishing selectivity is restricted to the fishing operation scale, while exploitation pattern, i.e. the distribution of fishing mortality at the population or community level, applies to larger scales. Fishing selectively is minimizing bycatch – catching primarily the...

The Best Way to Reduce Discards Is by Not Catching Them! ArchiMer

Under the Landing Obligation (LO) fishers will need to reduce or land fish that were previously discarded. In this chapter we look at how they might be able to do that by summarising a number of studies conducted in various European regions. We start by describing a series of “challenge” trials where fishers tried to reduce their discards by whatever (legal) means they thought best. In some cases, they were able to reduce unwanted catches, in others they were less successful. We also interviewed fishers not involved in the trials to ask them what they thought they could do. We explore their approaches which generally fell into three categories: more selective gear; tactical and strategic changes; and management changes. Scientific data (surveys, landings,...

The Implementation of the Landing Obligation in Small-Scale Fisheries of Southern European Union Countries ArchiMer

In the European Union, discards represent a major source of undocumented mortality, contributing to the overfishing of European fish stocks. However, little attention has been given by the scientific community to discards in the European Union’s small-scale fisheries (SSF). This is mainly due to the fact that discards are mostly generated by industrial fisheries, while SSFs were generally thought to have lower discard rates than industrial fisheries. A Landing Obligation (LO) is being introduced in European waters with the reform of the Common Fisheries Policy (CFP) (Article 15, EU regulation 1380/2013) to limit/reduce discarding. However, management recommendations are required to support its implementation. The reality and challenges to enforce the LO in...

Why do fishermen discard? Distribution and quantification of the causes of discards in the Southern Bay of Biscay passive gear fisheries. ArchiMer
Morandeau, Gilles; Macher, Claire; Sanchez, Florence; Bru, Noelle; Fauconnet, Laurence; Caill-milly, Nathalie.
In the context of the Common Fisheries Policy reform, the need for decreasing discards has been highlighted in discussions on the implementation of a discard ban. While most of the research has focused on the quantification of discards by species and métier, identification and quantification of the causes of discards have received little attention. This study presents the results of on-board surveys conducted in the Southern Bay of Biscay fleets of netters and longliners. A large variability of discards was observed. It is also shown that in these passive gear fisheries the main reasons for discarding put forward by fishermen are, firstly, market-related and, secondly, quality-related; discards related to the application of regulations are minor. The...
