In developing countries, biodiversity is often threatened by the development of agricultural production: it is often the case that natural habitats are destroyed by the conversion of forests, wetlands or natural pastures into arable land. Agri-environmental auctions: choosing the farm area put under contract Inra

All theoretical papers modelling agri-environmental auctions neglect the issue of farm size by assuming that farmers bid only for one hectare. We analyse the theoretical outcomes of an agri-environmental auction when farmers bid on the proportion of the farm area they wish to put under contract and on the average compensatory payment. We simulate the effect of the compliance cost structure on auction performance. We also show that imposing stricter requirements in terms of environmental efforts per ha can either lead farmers to increase the proportion of their farmland under contract or to decrease it. Flood management at the basin level in France: Sustainability of local risk–sharing policies Inra

Flood risk is the most important natural disaster in France, in terms of the area at risk (20 000 km²), the number of people concerned (4.5 million) and the potential damages caused. According to Munich Re (Munich Re 2005), the number of climatic disasters, including floods, and the losses incurred from these disasters have dramatically increased worldwide over the last 50 years. This is explained both by a higher concentration of people and assets in flood-plains and a higher probability of extreme events linked both to climate change or to the fact that urbanisation, land use and development in rural areas result in greater rainwater runoff (OECD 2006). How to reallocate water rights when environmental goals conflict with existing entitlements Inra

Emerging concerns for environmental flows translate into reforms that aim to preserve minimal flows in rivers. These policy measures have consequences for traditional right-holders: how to share between consumptive users the new scarcity created by the protection of instream flows? This paper compares different policy mechanisms in France, Australia and California in an attempt to answer the questions of how to allocate water restrictions and compensations and how to pursue simultaneously efficiency, equity and acceptability objectives. It measures the shortcomings and advantages of different voluntary approaches: auctions, contracts and negotiations.

Water markets are xpected to lead to e_cient use of scarce water by re-allocating water from low value uses to high value uses. However a water allocation system must not only allocate speci_c volumes of water among users but also allocate the risk of supply shortages. The existence of both a market of water rights and a spot market of water allotments is necessary to allow users to manage better the risk of increased supply uncertainty. Ce chapitre fournit donc une présentation des politiques agri-environnementales en Europe et fait une rapide revue de littérature sur leur performance, en termes d’impact environnemental et de coûts. Il développe ensuite une analyse théorique des enjeux liés à l’établissement et au respect des contrats agri-environnementaux, fournissant ainsi un nouvel éclairage sur les résultats parfois décevants des programmes agri-environnementaux. Les mécanismes d’allocation des contrats sont comparés, à la fois sur une base théorique et à partir de l’analyse des expériences de certains pays. Enfin, des propositions pour le cas français sont développées.

Multi-unit auctions are powerful mechanisms for the allocation of numerous resources and production contracts. However, there is uncertainty about the best auction formats when multi-unit auctions are used because there are multiple equilibria and analytical descriptions of optimum strategies are intractable. Empirical studies are scarce and most experimental studies are restricted to two bidders and two units. This paper constructs an agent-based model of bidders to compare the performance of alternative procurement auction formats under circumstances where bidders submit continuous bid supply functions and learn over time to adjust their bids in order to improve their net incomes. Since multi-unit auction models usually have many equilibria, there are no theoretical predictions on the impact of the competition structure on the performance of a multi-unit auction (in terms of expected revenue and allocation efficiency). Our experimental results with uniform-price auctions support that with a constant degree of rationing, when the number of bidders increases while individual demand decreases, there is less strategic bidding (demand reduction). Risk-sharing policies in the context of the French Flood Prevention Action Programmes Inra

This article analyzes the consequences for risk distribution of the French Flood Prevention Action Programme (PAPI). By redirecting floods from the most vulnerable to the least vulnerable areas, PAPIs expose farmers to greater flood risks. This has led local water management institutions to introduce compensation payments. The article outlines the results of an exhaustive survey of all PAPIs in France, which examined the way the compensation policies are set up locally. Results of the survey showed that the proposed policies may be financially non-viable. Several more viable risk-sharing solutions are then discussed, involving insurance schemes, state intervention and local institutions.

Environmental policies are characterized by a growing emphasis on participation, devolution and negotiated decision making. Increasingly, centralized top down decision making systems are being replaced by new forms of local governance. In their strongest versions, these involve delegation of formal authority to local stakeholders who are expected to decide collectively upon the management rules of local common-pool resources. Devolution is particularly important in relation to the allocation and management of scarce water resources. Structure and power in multilateral negotiations: an application to French water policy Inra

The monograph is organized as follows : after introduction (section 1,) we review the Rausser-Simon multilateral bargaining model (referred to as the MB model), which provides the theoretical basis for this application in section 2 . Section 3 relates the MB model to the literature on multilateral negotiations. Section 4 introduces the Adour Basin, explains the nature of the negotiations and describes our simulation model of the bargaining problem. Section 5 contains our comparative statics analysis. La Réduction des Emissions liées à la Déforestation et la Dégradation des forêts est un nouveau mécanisme pour l'atténuation du changement climatique négocié à la CCNUCC. L'objectif de ce mécanisme est de compenser les pays du Sud pour leurs efforts de diminution d'émissions de carbone liés à la déforestation. Les pays du Nord mobilisent actuellement des fonds destinés à être transférés vers les pays du Sud qui diminuent leur taux de déforestation. The need to find a global agreement to limit deforestation has led to the REDD scheme which proposes that developed countries pay developing countries for CO2 emissions saved through avoided deforestation and degradation. This article describes the issues at stake and demonstrates with a stylized transfer scheme which describes the negotiation between developing countries over the allocation of the forest fund, that there is a threshold in the level of contribution from the North. What shapes farmers’ attitudes towards agri-environmental payments: case study in Lozere Inra
