Analysis of Representative Rice Farms Under H.R. 2646 and the Continuation of the FAIR Act AgEcon

In anticipation of the new farm bill, seventeen representative rice farms from six different rice-producing states have been analyzed to compare the continuation of the FAIR Act provisions with the House proposal, H.R. 2646. Each farm was simulated assuming each policy would be in place for the next five-year period, or 2002-2006. A full description of each of the farms can be found in the Appendix.

Of the many issues associated with modifying the 1996 FAIR Act, equitability of government support across program commodities ranks high on the list of priorities. This concern is associated with both a limited amount of government support and the method that can be used to derive or ascertain some measure of equitability. Likewise, government support that is out of balance across commodities can likely become the supply inducing expected revenue -- which tends to erode market signals. This may be particularly true in times of very low (below loan rate) prices. A reference point commonly used to focus this debate is the variable cost of production per unit of commodity produced. Evaluation of Alternative Base Periods for a National Counter Cyclical Payment Program for Rice, Upland Cotton, Corn, Wheat, Soybeans and Sorghum AgEcon

A risk analysis of a national counter cyclical payment (CCP) program for six crops was completed for one year. National planted acre yield risk over the 1986-2000 period was used with FAPRI’s stochastic projection of crop prices for 2001 in the analysis. Four alternative base periods for triggering a CCP were evaluated. Three Added AMTA scenarios and a Base scenario of no additional market loss or CCP were also run for each of the crops.

Evaluation of Alternative Base Periods for a National Rice Counter Cyclical Payment Program Including Added AMTA AgEcon

The analysis was completed for one year, namely, 2001 using the FAPRI baseline rice price of $6.29/cwt. as the mean price for 2001. Risk for price and yields was incorporated into the analysis to appropriately replicate the historical variability for these variables. The counter cyclical payment (CCP) payments were calculated based on a national revenue. CCP payments were assumed to be triggered if total planted acre market receipts for rice (national planted acre yield times national season average price) was less than the average national planted acre receipts for a particular base period.

The Food and Agricultural Policy Research Institute (FAPRI) prepares a preliminary agricultural outlook on world agricultural production, consumption, and trade every fall. This is followed by an outside review, re-evaluation of projections, and completion of the final baseline in January. The FAPRI 2000 World Agricultural Outlook presents these final projections for world agricultural markets. A companion volume, the FAPRI 2000 U.S. Agricultural Outlook, presents the U.S. component of the baseline. FAPRI projections assume average weather patterns worldwide, existing policy, and policy commitments under current trade agreements.
