Agriculture as surface water polluter in the Danube River Basin and Central and Eastern Europe Organic Eprints
Znaor, Darko; Vollenbroek, Johan; Csikos, Imre.
More than a half of the territory of Central and Eastern Europe (CEE) is used for agricultural activities and agriculture represents an important economic activity of the region. But at the same time, agriculture in CEE is also a serious source of environmental degradations/pollution among which loss of biodiversity, soil and water ones seem to be most obvious. Moreover, regarding the pollution of water resources, particularly the surface water in CEE, it has been shown by several studies that agriculture represents major, much more serious source of pollution than any other sector (e.g. industry, transport, population, etc.). Among these studies, the results from the recent Danube Environmental Integrated Study, done within the framework of the UNDP...

Agri-Environment Programme for Croatia Organic Eprints
Znaor, Darko; Karoglan Todorović, Sonja.
In the period 2002-2004, the Netherlands Government's Pin-Matra programme funded an international project aiming to support the introduction of an agri-environment programme (AE) in Croatia. The project resulted in proposals for national and pilot agri-environment programmes. The project addressed key actors working on agri-environmental issues in Croatia, such as government representatives, scientists, farmers, environmental and nature conservation NGOs. An AE Programme has been operating in the EU since 1992. Today it is the only obligatory measure under the EU Rural Development Regulation. The costs of the AE programmes are part-financed from the EU budget and partly from national budgets. The programme is based on voluntary agreements between...

Franković, Matija; janev Hutinec, Biljana; Karoglan Todorović, Sonja; Znaor, Darko.
In the period 2002-2004, the Netherlands Government's Pin-Matra programme funded an international project aiming to support the introduction of an agri-environment (AE) programme in Croatia. The project resulted in proposals for national and pilot agri-environment programmes. This publication summarises the proposal for the Pilot project. The Agri-Environment Programme is an integral part of the EU Rural Development Regulation (1257/1999). It is the only obligatory measure under this regulation. The programme sets up the framework for the comprehensive protection of the environment and nature from adverse agricultural practices. The programme is based on voluntary agreements between farmers and public authorities. By providing economic incentives and...

Agro-designing: sustainability-driven, vision-oriented, problem preventing and knowledge-based methodology for improving farming systems sustainability Organic Eprints
Znaor, Darko; Goewie, Eric.
ABSTRACT While classical research focuses to problem solving, design is a problem- prevention methodology, and is suitable for multi- and and interdisciplinary research teams with the vision of how to improve the agricultural sustainability. Since organic agriculture is based on the holistic approach and is also problem-prevention oriented in that it refrains from certain inputs and practices, design is an interesting methodology that could be applied more often in organic agriculture. 1. Introduction, the need to redesign agricultural systems The demand for a more careful stewardship of a-biotic and biotic resources is central to the philosophy of sustainable development. A widely recognised concept, sustainable development is an essential element...

Capacity building and public awareness raising on Nitrates Directive in the countries aspiring to EU accession Organic Eprints
Znaor, Darko; Karyotis, Theodore.
The governments of the EU Member States have agreed to potentially enlarge the Union with seven South East European countries (Croatia, the Former Yugoslav Republic of Macedonia, Albania, Bosnia and Herzegovina, Montenegro, Serbia, Kosovo under UN Security Council Resolution 1244) and Turkey. However, these countries will be granted full member status only when all political, legislative and administrative requirements for membership are fulfilled. Transposition, implementation and enforcement of the EU Nitrate Directive (91/676/EC) is one of these requirements. Many policy makers, farmers and consumers from the EU accession countries perceive the Nitrate Directive as a very demanding piece of legislation with little relevance for their countries....

Checklist’s compliance with other standards for organic/sustainable agriculture Organic Eprints
van Mansvelt, J.D.; Znaor, Darko.
This work is an interdisciplinary, cross-cultural, widely-calibrated checklist for EU sustainable landscape management, which is intended to serve both as an analytical tool of reference as well as a design tool for local, regional and European policy making on sustainable developments. The tool has been developed out of a multidisciplinary study in EU countries which was designed to find out what would be the overall requirements for a sustainable management of the landscape of rural areas. Could these stipulations be brought together in a comprehensive system with sufficient consistency to comply with the notion that the landscape is an entity, which should be managed accordingly? Cooperation of the scientific experts with those involved in the...

Climate Change, Agriculture and Development in Croatia Organic Eprints
Legro, Susan; Znaor, Darko; Landau, Seth.
Both the challenges and potential benefits of climate change mitigation and adaptation are particularly apparent in Croatia's agricultural sector. In 2004, this sector emitted 3.558 Gg of CO2 equivalent, comprising 12 percent of the country’s anthropogenic GHG emissions in that year. Soil management accounted for 62 percent of these emissions, enteric fermentation (associated with animal digestive systems) accounted for 25 percent, and manure management for 13 percent. However, recent research suggests that the GHG emissions generated by Croatian agriculture and related activities (e.g., energy, farm-inputs, trade, transport, agricultural research, veterinary services) are responsible for 18 percent of all anthropogenic GHG emissions in Croatia. The...

Contribution of organic agriculture to macro-economic and environmental performance of the countries with economies in transition Organic Eprints
Znaor, Darko.
The current agricultural operations cause a number of environmental and socio-economic problems and raise substantial ethical doubts. The call for the shift of the present agricultural paradigm and practices is acknowledged all across Europe. Ten years after the economic transition, the agricultural sector in Central and Eastern Europe (CEE) still undergoes essential transformation. In spite of the policy efforts to restore the pre 90 inputs, low-external input agriculture prevails in most CEE countries. The transition to a market economy caused a huge price disparity between the agricultural commodities and agricultural inputs. The high prices of agri-chemicals and low prices of agricultural produce forced farmers to reduce agricultural inputs or refrain...

Demonstration Centres for Sustainable Agriculture Organic Eprints
Znaor, Darko.
The urge for more sustainable agriculture is increasingly recognized by the various parts of society (producers, consumers, scientists, policy makers, etc.). But in order to realize sustainable agriculture in practice it is not sufficient to change only the on-farm agricultural practices. Present socio-economic and political paradigms also need a change so that these can be able to support implementation of sustainable agriculture. The concept of Demonstration Centres for Applied Agricultural Sustainability (DCAAS) offers an interesting concept and operative tool for changes not only at the farm level. Well designed and professionally organized DCAAS don't have a potential to demonstrate only "excellence" of sustainable agricultural production in...

Ecological agriculture- a way towards sustainable agricultural practice Organic Eprints
Znaor, Darko; Bošnjaković, Branko.
Today, and especially in the years to come, agriculture, as well as all other human activities, will have to pay much more attention to their environmental impacts. In other words, it is expected that in the near future only technologies which care about environmental aspects will be promoted and accepted by policy makers, scientists, consumers, and society in general. This is not surprising since the environmental problems are among the most urgent ones our civilization will have to tackle and solve. This demand for more careful stewardship of environment is also acknowledged by philosophy of sustainable development - a widely recognized concept and necessity of future development. Although established at the very beginning of this century, ecological...

Environmental and economic consequences of large-scale conversion to organic farming in Croatia Organic Eprints
Znaor, Darko.
Organic farming is a rapidly growing sector both in Croatia and elsewhere. However, there is some concern as to what a widespread adoption of organic farming would bring to society as a whole. The costs and benefits of this development and the associated trade-offs are largely unknown and have hardly been explored. There is a vast body of evidence showing that organic farming in most cases environmentally outperforms non-organic systems. However, organic farming is associated with lower yields and its further expansion might lead to job losses in some other sectors and potentially jeopardise the overall economic strength of a country. This research presents an attempt to assess the environmental and economic consequences of the large-scale adoption of...

Environmental and macroeconomic impact assessment of different development scenarios to organic and low-input farming in Croatia Organic Eprints
Znaor, Darko; Pretty, Jules N; Morison, James; Karoglan Todorović, Sonja.
This study was commissioned by the UN Food and Agriculture Organization (FAO) within the framework of an FAO technical assistance project for Croatia. It assessed macroeconomic and environmental impact assessment of large-scale conversion to organic agriculture. It examined the consequences of such a conversion to national agricultural output and related environmental and economic performance. The assessment also took into account the impact of wide-spread adoption of organic agriculture on farm-upstream linked sectors (FULS). These include energy production and supply, manufacturing of agri-chemical inputs, trade, transport and research, education, advisory, veterinary and administrative services. The agricultural output, environmental and economic...

Environmental impact and macro-economic feasibility of organic agriculture in the Danube River Basin Organic Eprints
Znaor, Darko; Kieft, Henk.
Several studies from the mid-nineties pointed to agriculture as the single biggest nutrient polluter of the surface water in the Danube River Basin (Haskoning, 1994). Following these findings, the EU Phare programme awarded in 1995 a four-year education and research project aimed at introducing and assessing feasibility of organic agriculture in three Danube River countries: Bulgaria, Hungary and Romania. So far it is the biggest and most elaborate project on organic agriculture ever implemented in these three countries. The project consisted of a spectrum of training, on-farm demonstration and research/study activities, and prepared strategy papers for policy redesigning. The studies and research performed assessed the impact of organic agriculture on (i)...
