Global Hunger Index: The Challenge of Hunger 2008 AgEcon
von Grebmer, Klaus; Fritschel, Heidi; Nestorova, Bella; Olofinbiyi, Tolulope; Pandya-Lorch, Rajul; Yohannes, Yisehac.
The 2008 Global Hunger Index (GHI) shows that the world has made slow progress in reducing food insecurity since 1990, with dramatic differences among regions and countries. In the nearly two decades since 1990, some regions — South and Southeast Asia, the Near East and North Africa, and Latin America and the Caribbean — have made significant headway in improving food security. Nevertheless, the GHI remains high in South Asia. The GHI is similarly high in Sub-Saharan Africa, where progress has been marginal since 1990. The GHI level in the world as a whole remains serious. The countries with the most worrisome hunger status and the highest 2008 GHI scores are predominantly in Sub-Saharan Africa, with the Democratic Republic of Congo, Eritrea, Burundi,...

PUBLIC-PRIVATE PARTNERSHIPS IN AGRICULTURAL RESEARCH: AN ANALYSIS OF CHALLENGES FACING INDUSTRY AND THE CONSULTATIVE GROUP ON INTERNATIONAL AGRICULTURAL RESEARCH AgEcon
Spielman, David J.; von Grebmer, Klaus.
Public-private partnerships offer potentially important opportunities for pro-poor agricultural research in developing countries. Yet in the international agricultural research community--and with regard to the Consultative Group on International Agricultural Research (CGIAR) itself--we see few examples of successful public-private partnerships, and fewer examples where such collaborations have contributed to food security, poverty reduction and economic growth. This study assesses the opportunities for, and challenges to, creating and sustaining public-private partnerships between the international agricultural research centers of the CGIAR and leading multinational, research-based agribusiness companies. The study hypothesizes that the willingness and...

Seeking a Common Path: Structuring Multistakeholder Dialogue on Agricultural Biotechnology in Africa AgEcon
von Grebmer, Klaus; Omamo, Steven Were.
This paper analyzes an ongoing effort by national, regional, and international partners to raise awareness, promote dialogue, and catalyze consensus-building mechanisms among stakeholder groups on the role of biotechnology in agricultural development and food security in southern Africa. Stakeholders include public bodies, the private sector, and civil society. The paper argues that while responsible adoption of agricultural biotechnology promises significant gains to the countries of southern Africa, governments must clarify its specific role, improve policies for its application, and assess the place of biotechnology in broader development strategies. The issues that surround the introduction, creation, and application of agricultural biotechnology in...

Sharing Science, Building Bridges, and Enhancing Impact: Public–Private Partnerships in the CGIAR AgEcon
Spielman, David J.; Hartwich, Frank; von Grebmer, Klaus.
This study, which examines the role of public–private partnerships in international agricultural research, is intended to provide policymakers, research managers, and business decision-makers with an understanding of how such partnerships operate and how they potentially contribute to food security and poverty reduction in developing countries. The study examines public–private partnerships in light of persistent market failure, institutional constraints, and systemic weaknesses, which impede the exchange of potentially pro-poor knowledge and technology. The study focuses on three key issues: whether public–private partnerships contribute to reducing the cost of research, whether they add value to research by facilitating innovation, and whether they...

The Challenge of Hunger: The 2008 Global Hunger Index. AgEcon
von Grebmer, Klaus; Fritschel, Heidi; Nestorova, Bella; Olofinbiyi, Tolulope; Pandya-Lorch, Rajul; Yohannes, Yisehac.
With high food prices threatening the food security of millions of vulnerable households around the world, hunger and malnutrition are back in the headlines. The world is making only slow progress in reducing food insecurity, according to the Global Hunger Index (GHI). Some regions—in particular South and Southeast Asia, the Near East and North Africa, and Latin America and the Caribbean—have made significant headway in combating hunger and malnutrition since 1990, but in South Asia and Sub-Saharan Africa, the GHI remains high. Moreover, progress in Sub-Saharan Africa since 1990 has been marginal. The GHI is a tool developed by IFPRI for regularly tracking the state of global hunger and malnutrition. This year’s index reflects data until 2006—the most...
