2004. május elsején lezárult egy hosszú felkészülési időszak a magyar mezőgazdaság számára és – bizonyos korlátozásokkal – hatályba léptek az Európai Unió Közös Agrárpolitikájának szabályai, rendelkezései. A tanulmány vizsgálja az agrárgazdaság 2004. évi jövedelmeinek alakulását, illetve azt, hogy ebben milyen szerepet játszottak az EU-csatlakozás mérlegének pozitív és negatív serpenyőjébe helyezhető tényezők. A Panel Data Analysis of the Determinants of Farmland Price: An Application to the Effects of the 1992 Cap Reform in Belgium AgEcon

This study identifies the effects of the 1992 and subsequent CAP reforms on arable farmland price in Belgium. We first propose a brief literature review of studies identifying the determinants of farmland price. Afterwards, we use a panel data set to estimate a capitalization model of farmland price. We first show that the compensatory payments introduce by the 1992 CAP reform exert a positive effect on the arable farmland price in Belgium. We also identify a structural break in the land price equation after the adoption of the new support instruments as well as a regional break between Wallonia and Flanders.

The Common Agricultural Policy (CAP) is a cornerstone of EU policy relating to rural areas. Initially, it aimed to provide a harmonised framework for maintaining adequate supplies, increasing productivity and ensuring that both consumers and producers received a fair deal in the market. These priorities have shifted to environmental and animal welfare concerns, as well as food safety and security aspects. As a consequence, the CAP has gradually moved from a production-based structure of subsidies to a market-oriented system, integrating standards for food, environment and biodiversity, as well as animal welfare. An integrated model platform for the economic assessment of agricultural policies in the European Union AgEcon

A number of economic models have been applied to analyse the Common Agricultural Policy. The partial equilibrium models CAPRI, ESIM, AGLINK, AGMEMOD and CAPSIM and the general equilibrium models GLOBE and GTAP are currently integrated in a modelling platform for Agro-Economic Policy Analysis in the premises of the Joint Research Centre in Seville in close collaboration with Directorate- General for Agriculture and Rural Development. Assessing the 2003 CAP Reform: Sensitivity to the Decoupling of Agenda 2000 Direct Payments AgEcon

The European Union decided in June 2003 a new reform of its farm policy with a new step toward the decoupling of farm income support instruments. Available impact studies find that this reform will reduce production incentives, substantially for beef and to a lesser extent for arable crops. All these studies assume that the Agenda 2000 arable crop direct payments are already mostly decoupled while beef premiums are much more linked to production. Our main objective in this paper is to test the sensitivity of these results to this questionable modelling of Agenda 2000 direct payments which neglects eligibility rules and land market imperfections. The studies of performance and production efficiency have ignored additional products of most transformation processes classified as undesirable outputs. Without the inclusion of the undesirable outputs, the efficiency measurement is a purely technical measure, and it does not account for the interaction of the system with the environment and the impact of policy decisions on the system. Moreover, there are technological dependencies between the desirable and the undesirable outputs which have to be included in the analytical tools used to measure efficiency. The proposals for reforming the Common Agricultural Policy within the Mid Term Review of the European Commission fueled the discussion about the future of direct payments to farmers. The EU Commission recommends a decoupling of animal and area payments from the production by granting these direct payments as a payment claim per hectare of eligible farm land. CAP effects on labour use in agriculture: Evidence from alternative dynamic panel data models AgEcon

Our aim is to investigate whether the direct payments and rural development measures of the EU’s Common Agricultural Policy (CAP) do make jobs in agriculture safer. We work with a dynamic labour demand equation that is augmented by the full set of policy instruments of the CAP. It is estimated on a unique regional panel dataset of three East German states for the period 1999-2006. We present results for three consistent estimators which differ in how they eliminate the fixed effects and how they instrument the lagged dependent variable, including estimators due to Arellano and Bond, Blundell and Bond, and a corrected least-squares dummy variable estimator due to Kiviet and Bruno. During the process of the budgetary review the CAP faces its greatest challenge of its history: not only the (common) financing of the CAP, but the future of the CAP itself is at stake. It is obvious that the reform steps implemented so far – even though they have several forward-looking elements – do not result in a CAP sustainable on the long run. Further changes are inevitable. Basing our analysis on the theories of fiscal federalism and other political economy approaches, we try to answer the following questions. Is common financing of a reformed CAP justified? Can national co-financing be extended? Is it justified to keep the system of commonly financed direct payments?

Common Agricultural Policy Impacts on Farm Revenues AgEcon

The aim of this paper is twofold. Firstly, we investigate the regional distribution of support of EU’s Common Agricultural Policy (CAP). Also, we employ structural data of the regions to calculate average farm revenues and to show how support and revenues have developed over time. We analyse the stabilisation effect generated by these transfers. This is investigated for the market price support, the first pillar payments and one agri-environmental program. Decoupled Payments to EU Farmers, Production, and Trade: An Economic Analysis for Germany AgEcon

After an extended process of reform the European Union has introduced direct payments to farmers which are decoupled from production decisions as a central element of its Common Agricultural Policy. They are also referred to as Single Farm Payments. In this paper we analyze the production and trade effects of this policy and its compatibility with WTO international trade rules. A survey of the literature suggests that the system of direct payments in its present form has effects which are analogous to a subsidization of agricultural land. The development of theory on agricultural income problems springs from empirical investigations showing that agricultural income is unstable over time, and that compared to other trades, it is diminishing. The theorists explain this with the fact that agricultural production factors are relatively rigid, due to lack of alternative application. This in turn means that the necessary adjustment to changes in relative pricing takes place too slowly. One solution would be an improvement to the alternative application of agricultural production factors, through structural policies.
