10 years of transition in Ukraine agriculture: An analysis of productivity and efficiency of enterprises AgEcon
Lissitsa, Alexej; Odening, Martin; Babycheva, Tamara.
This paper analyzes efficiency and total factor productivity (TFP) change of large agricultural enterprises during their transition to a market economy in Ukraine. In this case the efficiency is calculated by data envelopment analysis and the productivity change is measured by the Malmquist Productivity Change Index in the period between 1990 and 1999. On average, TFP declined by 6% annually, dropping a total 42%. The main reason for the observed TFP decline is a decrease in technical efficiency, which is found to be remarkably significant. At the same time there is a high variation among individual enterprises: their distribution of efficiency scores widens, which indicates that the farms diverge with respect to their economic performance. The Tobit...

A Case Study of Regulation in Zambia’s Cotton Sector. AgEcon
Tschirley, David L.; Kabwe, Stephen.
Cotton is an unquestioned success of Zambia’s turn towards a market economy. After privatization in late 1994, seed cotton production rose from 32,000 metric tons (mt) to about 180,000 mt a decade later (three-year averages centered on 1994 and 2005). The number of farmers involved in the sector grew similarly, yields trended upwards (though slowly), and the country dramatically improved the quality of its lint, becoming the outstanding performer in Sub-Saharan Africa in this regard by the mid-2000s. Yet the sector has experienced two serious crashes since reform, both involving rampant credit default by farmers supported with seasonal input credit by ginning companies.

A Choice Modelling Survey of Community Attitudes to Improvements in Environmental Quality in NSW Catchments AgEcon
Mazur, Kasia; Bennett, Jeffrey W..
The survey was designed to estimate environmental values suitable for integration into MOSAIC, a bio-economic model for catchment and farm level planning. Local residents, as well as distant rural and distant urban communities, were surveyed in three NSW catchments (Lachlan, Namoi and Hawkesbury-Nepean) using choice modelling (CM). The survey aimed to find out respondents’ attitudes about, and preferences for, potential natural resource management (NRM) improvements. In total, 3,997 responses were collected from seven different locations in NSW. Fourteen split samples were established to allow for testing of incentive compatibility in CM, the impact of respondent location on values held, and scale effects. This research report describes the development...

Honadle, Beth Walter; Jaax, Ross.
The objective of this brief background paper is to compare selected financial indicators for the cities of Branch and North Branch for the years 1986-1991. A COMPARISON ON FARMERS’ PARTICIPATION IN FARMERS’ ORGANIZATIONS AND IMPLICATIONS FOR RURAL EXTENSION IN MINAS GERAIS AgEcon
Boas, Ana Alice Vilas; Goldey, Patricia.
This paper describes a comparison on farmers’ participation in farmers’ organisations and attempts to explain why they prefer to carry out production and marketing activities by themselves. It also examines the implications of the findings for rural extension and related services. A total of 122 interviews were conducted with different categories of farmers and with the extension workers. The comparative analysis of two case studies (Cruz Alta and Pantano) showed that socio-economic characteristics were not very significant in determining the level of farmers’ participation in farmers’ organizations in Minas Gerais. The ability of managers emerged as one of the most important factors in the success or failure of farmers’ organizations. The presence of...

A Consumption Base Theory of Development: An Application to the Rural Cultural Economy AgEcon
Markusen, Ann.
Export base theory, which posits that overall regional growth is a function of external sales of locally produced goods and services, dominates economic development practice. But the consumption base can also serve as a growth driver, especially in small towns and rural areas. Local investments may induce residents to divert expenditures into local purchases, attract new and footloose residents and tourists, and revitalize aging town centers. A consumption base approach is not reducible to import substitution, but seeks to serve latent demand and alter the broad portfolio of goods and services purchased locally. I present the analytics for a consumption base theory and demonstrate how cultural investments prompt regional growth, emphasizing the role of...

A Continuous Multi-dimensional Measure of Rurality: Moving Beyond Threshold Measures AgEcon
Waldorf, Brigitte S..
This paper introduces the Index of Relative Rurality, a continuous measure of rurality. The index is based on four dimensions: population size, density, percentage of urban residents, and distance to the closest metropolitan area. The index varies from 0 (most urban) to 1 (most rural). Compared to existing means of measuring rurality, the index is continuous and thus does not suffer from problems that arise when using arbitrary thresholds to separate discrete categories. This shift away from often ill-defined categories of rural and urban, to measuring the degree of rurality will shed new light on a wide array of rural issues ranging from rural poverty to economic growth. This paper shows that the Index of Relative Rurality makes an invaluable...

A CRITICAL APPRAISAL OF AN EVALUATION OF PEASANT COLONISATION AND SETTLEMENT IN THE GAL OYA VALLEY OF CEYLON AgEcon
Nanayakkara, Upali.
The main objective of this paper is to critically examine the GOPEC's evaluation of the peasant colonization segment of the GOV program, "the core of the problem that this committee was called upon to report". This examination is intended to ascertain whether the benefit-cost assessment of the GOPEC was, in fact, correctly executed, and to see whether the main policy conclusion of the GOPEC with regard to peasant colonization - that "policy makers take a long, hard look at the advisability of diverting resources to what is essentially a social welfare function in an economy where the greatest need is to maximize production" - follows from the GOPEC's analysis. The second objective is to determine whether benefit-cost analysis was adequate for providing...
