A cost-benefit analysis of improving trawl selectivity in the case of discards: The Nephrops norvegicus fishery in the Bay of Biscay ArchiMer
Macher, Claire; Guyader, Olivier; Talidec, Catherine; Bertignac, Michel.
The Nephrops trawl fishery is one of the most important fisheries in the Bay of Biscay. The fishery management essentially relies on conservation measures, a total at I owed catch (TAC) for Nephrops together with a mini mum landing size (MLS) and minimum trawl mesh size (70 mm stretched mesh). These measures have failed to prevent high discard levels of many species that characterize the fishery. Nephrops trawlers thus discard about half of their Nephrops catches in numbers (a third in weight) of which only 30% survive. Nephrops discards mainly occur in younger Nephrops age groups below the MLS. This is a waste for the already overexploited Nephrops stock as well as for the fleet. Based on a bio-economic simulation model, the paper analyses the...

A method to address the non-random spatial distribution of on-board observer data to map landings and discards ArchiMer
Pointin, Fabien; Cornou, Anne-sophie; Prod'Homme, Romain; Taupin, Nicolas; Rochet, Marie-joelle.
he Landing Obligation is legislation meant to gradually reduce discards in European fisheries from 2015. Identifying spatial patterns of landings and discards is an important element in mitigating the effects of this legislation on fishing activity. On-board observer data have already been used to address this issue based on models involving statistical assumptions in relation to the non-random spatial distribution of data, which may cause errors in the parameters of interest. An alternative non-model-based mapping method using nested grids is applied to explore the spatial distribution of landings and discards for two French fishing métiers in the Celtic Sea and western English Channel from 2011 to 2016. The grid fineness and the estimate precision are...

A methodology based on data filtering to identify reference fleets to account for the abundance of fish species: Application to the Striped red mullet (Mullus surmulletus) in the Bay of Biscay ArchiMer
Caill-milly, Nathalie; Lissardy, Muriel; Bru, Noëlle; Dutertre, Marie-adèle; Saguet, Cassandre.
For data-limited stocks (DLS), professional fishing data can be used as a potential source of information, especially in the absence of appropriate scientific survey, to understand abundance evolution under realistic hypothesis on resource catchability. This work focuses on a data-filtering approach, the selected fishing effort must reflect vessel activity that is least dependent on their technical characteristics and as stable as possible over time. The variable of interest is landing by fishing sequence (landing for a given gear, gear mesh, day and ICES statistical rectangle) called LPUE. In order to account for the abundance of the species, it was necessary to consider the discards. The method thus proceeds in 4 steps: (i) focus on LPUE variability and...

A review of capture and post-release mortality of elasmobranchs ArchiMer
Ellis, J. R.; Phillips, S. R. Mccully; Poisson, Francois.
There is a need to better understand the survivorship of discarded fishes, both for commercial stocks and species of conservation concern. Within European waters, the landing obligations that are currently being phased in as part of the European Union's reformed common fisheries policy means that an increasing number of fish stocks, with certain exceptions, should not be discarded unless it can be demonstrated that there is a high probability of survival. This study reviews the various approaches that have been used to examine the discard survival of elasmobranchs, both in terms of at-vessel mortality (AVM) and post-release mortality (PRM), with relevant findings summarized for both the main types of fishing gear used and by taxonomic group. Discard...

Effect of discards on roundnose grenadier stock assessment in the Northeast Atlantic ArchiMer
Pawlowski, Lionel; Lorance, Pascal.
In the Northeast Atlantic fishery for roundnose grenadier Coryphaenoides rupestris, discards account for about 30% of the catch in weight. Data on discards are scarce; however, length distributions and discard rates appear to be relatively stable from year to year. In contrast, landings data available since 1990 show that the average pre-anal fin length has decreased from 20.7 cm in 1990 to 15.2 cm in 2008, resulting in a 58% reduction of the mean individual weight (850 g in 2008) and an increasing occurrence of overlapping class sizes between landings and discards in recent years. For stock assessment, the method of separable virtual population analysis (SVPA) was used. However, because of the lack of discard data for many of the years covered by the...

Essais de dispositifs sélectifs par les flottilles chalutières du golfe de Gascogne. Programme REDRESSE ArchiMer
Mehault, Sonia; Larnaud, Pascal; Rimaud, Thomas; Cuillandre, Jean-pierre; Morandeau, Fabien; Simon, Julien; Vacherot, Jean-philippe.
The landing obligation implemented under the Common Fisheries Policy promoted the development of fishing gear selective devices. The REDRESSE project conducted in the Bay of Biscay was the opportunity for trawl fleets targeting cephalopods, Nephrops and demersal fish to continue to test various selective configurations to reduce their discards levels. The sea trials were carried out onboard of commercial fishing vessels and the experimental tows were sampled by an observer. Most of the selective devices were tested under the twin trawl method, with on one side the gear to be tested and on the other, the standard commercial gear. Other devices were tested with the parallel or alternate haul method. The data obtained were used to describe the catch species...

Etude spatiale des données collectées à bord des navires de pêche : en quoi est-elle pertinentes pour la gestion des rejets en mer ? ArchiMer
Pointin, Fabien.
Since 2002, the European Union (EU) Members States collect, manage and supply data for the management of fisheries and specifically of discards. In this context, at-sea observer programmes collect data on-board fishing vessels on the composition and quantity of catch, including discards. Based on these data, this study aims to analyse the spatio-temporal distribution of landings and discards so as to contribute to their management. In doing so, a mapping method based on nested grids has been developed. This method has been designed to produce pluriannual, annual and quarterly maps of landings and discards per species or group of species according to the fishing métier. A platform based on Big Data technologies has then been used with the objectives of...

Influencia de la cantidad de captura en la selectividad de mallas diamante y cuadrada en redes de arrastre para la merluza común (Merluccius hubbsi) e implicancias sobre el potencial de descarte OceanDocs
Ehrhardt, N.M.; Ercoli, R.; Garcia, J.C.; Bartozzetti, J.D.; Izzo, A..
The hake, Merluccius hubbsi, fishery is the most important amongst the argentinean demersal fisheries. Fishery management schemes have been adopted to control high discard levels of undersized fish historically observed in the fishery. Controls have consissted in establishing closed areas to fishing and implementation of minimum mesh size in bottom trawls to allow escapement of fish less than 33 cm in length. Offical fishery regulations establish a 120 mm inside codend mesh size in all hake traws. This work reports on the dynamics of hake selection in bottom trawls as a function of the relative abundance of the resource as well as loading levels imposed on the fishing gear. The analyses include the response to selection by square mesh panels attached to...

Integration of discards in the roundnose grenadier stock assessment in ICES division Vb, subaera VI, VII ArchiMer
Pawlowski, Lionel; Lorance, Pascal.
We present a series of exploratory stock assessments for roundnose grenadier (Coryphaenoides rupestris) from estimates of catch data based on information and assumption of discards and landing statistics. It is a common practice to consider landings data as a substitute of catch data to perform stock assessments. When a significant portion of the catch is discarded, this assumption is likely to be misleading as assessment methods will provide underestimated stock size.

Les rejets dans la pêche artisanale de Manche occidentale ArchiMer
Morizur, Yvon; Pouvreau, Stephane; Guenole, Annie.
Observers were set on board of fishing vessels from North Brittanny ports during one full year (1992-93). This study granted by EC Commission (contract CE/DGXIV-C-1 n° 1992/06) was a first approach for assessing French discards in the western English Channel. It identifies the main species discarded and produces a rough estimate of discard rates and size compositions in each métier targeting fish. The major reasons for variability were explained. Size compositions of catches and discards were provided in order to permit better estimates of the mortality induced by fishing operations. The fixed nets observed were large mesh nets (270 to 360 mm) targeting monkfish and small mesh nets (<200 mm) targeting coastal resources. Netting was found to be more...

To assess the likely economic outcomes to fishing fleets of the Landing Obligation (LO), bioeconomic models covering seven European fisheries, ranging from the North East Atlantic to the Mediterranean, have been applied to estimate the economic performance of fleets before and after implementing the LO. It is shown that for most of the analysed fisheries, their economic outcome will be negatively affected in the long term by the LO, when compared to the expected outcome with no LO. Efficient mitigation strategies (exemptions, quota uplifts, improved selectivity, effort reallocation and others) may, for some of the analysed fisheries, reduce the negative economic effect of the LO. Moreover, the possibility to trade quotas, both nationally and...

Preliminary estimates of French deepwater fishery discards in the Northeast Atlantic Ocean ArchiMer
Allain, Virginie; Biseau, Alain; Kergoat, Bernard.
French deepwater fish exploitation (500 m) began off the West coast of the British Isles in 1973. It further developed in the 1980s, and intensified in the 1990s. In 1997, the French fleet comprised 49 boats, and since 1995 has landed yearly about 19,500 t of deepwater fish species, of which, the grenadier Coryphaenoides rupestris (Macrouridae) has been the most abundant. Discard data were sampled on-board by observers on French high sea trawlers from 1995 to 1997. Eight species were identified as totally landed, 43 non-commercial species as totally discarded and only one, the grenadier, as both landed and discarded. The mean discarding rate by haul was 48.5% in weight, whereas the mean grenadier discarding rate was 21.2%; these rates increased with depth....

In the context of the new European Common Fisheries Policy and in particular the Landing Obligation, this report synthesizes the trials which were carried out between 2014 and 2016 on French bottom trawlers operating in the Celtic Sea and Western Channel, to decrease their discards. All the detail of the experiments and their results are attached in the voluminous appendices. After a state of the art and various workshops organized in partnership between fishermen, equipment manufacturers and scientists, 3 basic devices were selected for the trials, according to the main fisheries: - 100 mm square meshes cylinder - SMC - (in addition to the mandatory 100mm and 120 mm square mesh panels - SMP) with or without scaring floats ; - Extension + codend in...

Raising procedures for discards : Sampling theory ArchiMer
Vigneau, Joel.
The "best" raising procedure for discards in fishery science is a method everyone talks about but nobody has ever seen it. The specific workshop on discards (Anon. 2003) proposes formulas that are too simplistic as they do not take into account the within trip variance. The literature is full of attempts and results but they are always specific to particular case studies (Stratoudakis et al, 2001, Cotter et al, 2001) or based on inconsistent hypothesis as demonstrated by Rochet and Trenkel (2005). When some generalities are finally found (Borges et al., 2005), the formulas developed do not correspond to multistage sampling because of the unavailability of essential parameters and because the aim of the study is "not to identify optimum raising procedures"....

The effect of discards and survival rate on the Maximum Sustainable Yield estimation based on landings or catches maximisation: Application to the nephrops fishery in the Bay of Biscay ArchiMer
Guillen, Jordi; Macher, Claire; Merzereaud, Mathieu; Fifas, Spyros; Guyader, Olivier.
MSY objectives are being adopted as major fisheries management targets worldwide. However, in fisheries where discards account for an important share of the catches, the yield, effort, and biomass at MSY can be significantly different when accounting or not for discards and thus when, basing the yield estimations on landings or catches. Also whether accounting for a certain survival rate, of discards can lead to different MSY targets estimates. Hence, both decisions have important, implications on catch and effort reduction recommendations, and consequently on the quota, calculations for fisheries managed by quotas. Results from the Bay of Biscay nephrops fishery confirm, that the optimal exploitation level can vary significantly when optimising for...

In the European Union, discards represent a major source of undocumented mortality, contributing to the overfishing of European fish stocks. However, little attention has been given by the scientific community to discards in the European Union’s small-scale fisheries (SSF). This is mainly due to the fact that discards are mostly generated by industrial fisheries, while SSFs were generally thought to have lower discard rates than industrial fisheries. A Landing Obligation (LO) is being introduced in European waters with the reform of the Common Fisheries Policy (CFP) (Article 15, EU regulation 1380/2013) to limit/reduce discarding. However, management recommendations are required to support its implementation. The reality and challenges to enforce the LO in...

The problem of discards in fisheries ArchiMer
Morizur, Yvon; Caillart, B; Tingley, D.
Introduction : It is now clear that the world's fishery resources are being subjected to exploitation at or above their capacity to produce maximum sustainable yields. At the same time as these trends are being felt, there is a very large wastage of fishery resources from discarding unwanted catches at sea. At the end of each fishing operation a part of the catch is often returned to the sea after sorting by the fishermen. A 1994 FAO report provided an estimate of global discards in commercial fisheries of 27 millions of tons per year compared to 50 million tons of direct human consumption. A more recent FAO document estimated that discards were in the order of 20 million tons in 1997. The majority of the world's fisheries are multi-species in nature and...

Aim The movement patterns of marine top predators are likely to reflect responses to prey distributions, which themselves can be influenced by factors such as climate and fisheries. The critically endangered Balearic shearwater Puffinus mauretanicus has shown a recent northwards shift in non-breeding distribution, tentatively linked to changing forage fish distribution and/or fisheries activity. Here, we provide the first information on the foraging ecology of this species during the non-breeding period. Using inferred drivers of discarding behaviour to evaluate discard mitigation measures ArchiMer
Catchpole, T. L.; Feekings, J. P.; Madsen, N.; Palialexis, A.; Vassilopoulou, V.; Valeiras, J.; Garcia, T.; Nikolic, Natacha; Rochet, Marie-joelle.
Discards refer to the part of the catch not retained on board during commercial fishing operations, but returned to the sea. The proposed European Union Common Fisheries Policy reform, to be implemented in 2014, sets out a gradual elimination of discards by reducing unwanted catches and ensuring that all catches are landed. To develop successful discard mitigation measures, it is necessary to identify the reasons for discarding. Here, we have developed a simple model that can be applied to data from observer programmes (ObsPs) to establish the contribution of different drivers of discarding behaviour. The analysis makes inferences on the causes of discarding by partitioning discards into four categories based on the length of the fish and the associated...
