Determinants of technical efficiency of Slovenian farms Inra

We investigate the determinants of technical efficiency of Slovenian farms employing the parametric stochastic frontier and non-parametric Data Envelopment Analysis (DEA) methods. The inherited initial inefficiencies of Slovenian family farms are confirmed by their relatively low technical efficiency. During the analysed period 1994-2003 the degree of technical efficiency has increased from around 0.5 to almost 0.8. Farm specialisation associated with technological change is found to be a crucial determinant for increasing technical efficiency. Ce chapitre d’ouvrage présente une analyse des politiques publiques de soutien aux systèmes herbagers en France. La première section met en évidence l’évolution des soutiens budgétaires accordés au titre des mesures agri-environnementales et des indemnités compensatoires de handicaps naturels. Un traitement des données du Réseau d’Information Comptable Agricole (RICA) de 2004 montre l’importance économique des aides directes liées au développement rural dans la formation du revenu des systèmes herbagers. Farm size and efficiency: the case of Slovenia Inra

This paper investigates farm technical, scale, allocative and economic efficiency and its relationship with farm size in Slovenia over the period 1994-2003. Development of farm efficiency during the transition period, the evolution of farm size (small or large) and their contribution to the performance of the agricultural sector are crucial questions for the future of rural areas, in particular in Slovenia where predominantly family farms are of relatively small size. The results suggest that there is a positive relationship between farm efficiency and size in this country, and that labour is more crucial than any other production factor in the country’s rural areas.

Impact of public subsidies on farms’ technical efficiency in New Member States before and after EU accession Inra

This paper presents some results of a twoyear (2006-2007) research project supported by the French Ministry of Research’s funding program ECONET. One of the project’s objectives was to investigate the determinants of farm technical efficiency in New Member States before and after accession to the European Union, and in particular the role of public subsidies on this performance variable. Four countries were considered: Hungary, the Czech Republic and Slovenia, who acceded to the EU in 2004, and Romania, whose accession was in 2007. Investment of Slovenian farms in the transition context Inra

This paper investigates the investment decisions of Slovenian farms during the transition and adjustment period to European Union (EU) membership and in particular whether these decisions were constrained by financing availability. Results from a standard and an augmented accelerator models indicate that farms’ investment decisions was based on market opportunities during the period 1994-2003, but that the decisions were constrained by financing availability.

Les décisions communautaires relatives au bilan de santé de la Politique agricole commune (PAC) laissent d’importantes marges de manœuvres aux Etats membres. Dans ce cadre, l’Association des Régions de France (ARF) a souhaité, avec le concours de l’INRA, étudier plusieurs scénarios d’évolution de la PAC. Ces scénarios proposent de recourir à une plus forte régionalisation de la PAC. La Politique agricole commune (PAC), en processus continu de réforme depuis 1992, a fait l’objet de nouvelles règles le 20 novembre 2008. This paper examines the issues and requirements of simulation models for small ruminant systems in Mediterranean areas. Due to the absence of published models suited to these systems, we analyze the features of existing models designed for other species and other geographical areas, but focussed on similar issues (adaptive abilities of the females, feed self-sufficiency, sustainable use of rangeland). Productivity change in Polish agriculture: an application of a bootstrap procedure to Malmquist indices Inra

This paper employs bootstrapping to correct for bias and to construct confidence intervals for Malmquist TFP indices derived with DEA. It uses these results to investigate the productivity change in Polish agriculture during a crucial period of the country’s transition to a market economy, 1996-2000, when Poland was preparing for accession to the European Union.The bias corrected estimates show regress in productivity at an annual rate of 4 percent. The confidence intervals suggest that between two-thirds and four-fifths of the sample farms (250) in different years might have experienced no change in productivity. Productivity change in Slovenian agriculture during the transition: a comparison of production branches Inra

In this paper we investigate how Total Factor Productivity (TFP) has developed in Slovenian agriculture during the ten years of the transition for the period 1994-2003, and which agricultural production specializations recorded the highest TFP growth. We use an output-oriented TFP model that includes three different outputs (crop, livestock, and other outputs) and four inputs (land, labor, capital, and intermediate consumption). Empirical results indicate that TFP, on average, progressed only slightly, by 1.2 percent, over the ten-year period. However, this relatively slow TFP growth hides a switchback evolution over the analyzed period. Technical efficiency of Hungarian farms before and after accession Inra

In this study, we employ parametric (SFA) methods to analyse the technical efficiency (TE) of Hungarian farms before and after the accession. After years of decreasing technical efficiency scores, accession seems to have halted the process and positively influence the evolution of average technical efficiency. A number of determinants of TE provide a plausible explanation of the evolution of efficiency.
