A method to address the non-random spatial distribution of on-board observer data to map landings and discards ArchiMer

he Landing Obligation is legislation meant to gradually reduce discards in European fisheries from 2015. Identifying spatial patterns of landings and discards is an important element in mitigating the effects of this legislation on fishing activity. On-board observer data have already been used to address this issue based on models involving statistical assumptions in relation to the non-random spatial distribution of data, which may cause errors in the parameters of interest. This report is a result of a contract between Ifremer and the French Ministry of Industry. The aim was to provide map the fisheries activity and landings for french fishing vessels, located in the Eastern Channel and the Bay of Biscay during the year 2005. Two areas have been selected: - the "Eastern Channel" area, including 7 administrative departments : Nord, Pas-de-Calais, Somme, Seine-Maritime, Eure, Calvados and Manche. - the "Loire-Gironde" area, including 4 administrative departments : Loire-Atlantique, Vendée, Charente-Maritime and Gironde.

INTRODUCTION: The Dover Strait (Figure 1) connects the North Sea to the English Channel. Here, northern France and South-East England are at their closest. This narrow corridor, one of the world's busiest straits for maritime shipping, is a key economic area for numerous activities, such as leisure and tourism, international ports and shipping, plus the exploitation of living or abiotic marine resources. This area is a significant resource for fisheries because many commercial fish species are abundant there, but also because of the presence of nursery and spawning areas and migratory routes linked to specific environmental characteristics. At the end of the seventies, as fishing abundance (based on Catch Per Unit Effort) in crabs and lobster fishery steadily declined, operating expenses increased, and fishing boats changed strategy (changing metiers, covering larger distance to fishing areas, fishing seasons being extended, ...) professionals and scientists aimed to consider reinforcing management measures. Interaction between marine populations and fishing activities: temporal patterns of landings of La Rochelle trawlers in the Bay of Biscay ArchiMer

Marine populations are distributed heterogeneously in space and time because of the diversity of habitats and the requirements of species life cycles. Human exploitation of these resources also varies as a function of space, time and the type of fishing activities performed. These three factors determine fishing strategy at different levels of integration. The purpose of this study was to describe and analyse, with respect to different time scales, the relations between the modalities of resource exploitation and the biological or demographic characteristics of the species involved. To identify and estimate the evolution of use of fishing areas operated by professionals fishing vessels in Pertuis charentais, from 2004 to 2006, 3 surveys (40 aerial census) were carried out between May and October. Cod (Gadus morhua, L.), whiting (Merlangius merlangus, L.), saithe (Pollachius virens, L.), haddock (Melanogrammus aeglefinus, L.), sole (Solea vulgaris, L.) and plaice (Pleuronectes platessa, L.) make up the main demersal stocks under quota which concern the French fishery in North Sea and Eastern English Channel. The diagnosis on the state of stocks are set up at the International Council for the Exploration of the Sea (ICES). Recommendations which result from the analyses are proposed to the European Union. Most of the stocks are close or outside their safe biological limits.
