ADOPTION OF MAIZE AND WHEAT TECHNOLOGIES IN EASTERN AFRICA: A SYNTHESIS OF THE FINDINGS OF 22 CASE STUDIES AgEcon

This paper synthesizes the findings of 22 micro-level studies on technology adoption carried out by the International Maize and Wheat Improvement Center (CIMMYT) with national agricultural research systems in Ethiopia, Kenya, Tanzania, and Uganda from 1996-1999. The authors found that technology adoption is taking place across Eastern Africa but considerable scope remains to improve the productivity of smallholder agriculture in higher potential regions with high levels of adoption. Enduring low agricultural productivity is one of the major causes of rural poverty in South Asia. Based on a review of recent empirical studies, this paper focuses on three key questions: (1) why is agricultural productivity low in the region?; (2) what are the key constraints and opportunities for enhancing agricultural productivity; and (3) what are the effective mechanisms to improve access to key productivity enhancing technologies, factors and services. Given that Sub-Saharan Africa has the highest incidence of poverty and malnutrition in the world, the stagnation in per capita grain production there is worrisome. Since 1970, per capita grain production in Sub-Saharan Africa has declined more than 10 percent. Increasing the productivity of staple foodcrops will help poor farmers and consumers, and one of the most sustainable ways to expand food production in Sub-Saharan Africa is to generate new technologies—including staple seed varieties—that are adapted to the constraints of the continent's small-scale farmers. Intellectual property protection, globalization, and pressure on public budgets in many industrialized countries have shifted the balance of plant breeding activity from the public to the private sector. Several economic factors influence the relative shares of public versus private sector plant breeding activity, with varying results over time, over country, and over crop.
