Adopting agile methods in the public sector: a systematic literature review. Repositório Alice
VACARI, I.; PRIKLADNICKI, R..
Abstract - Agile software development (ASD) has become an important research topic. However, despite the increase in the number of studies in this area in the last few years, there is a lack of structured information about its adoption in the ublic sector. Since the public sector is the part of the economy concerned with providing various government services, the goal of this study is to report from a systematic literature review and provide information that may enhance the understanding of the implications of adopting ASD within public companies. As the main results, we found that ASD could indeed be adopted in the public sector. The analysis suggests that a good alternative is to start the adoption of ASD with people willing to change - strongly...

Improving agricultural productivity for poverty alleviation through integrated service provision with public-private sector partnerships: examples and issues. AgEcon
Hussain, Intizar; Perera, L.R..
Enduring low agricultural productivity is one of the major causes of rural poverty in South Asia. Based on a review of recent empirical studies, this paper focuses on three key questions: (1) why is agricultural productivity low in the region?; (2) what are the key constraints and opportunities for enhancing agricultural productivity; and (3) what are the effective mechanisms to improve access to key productivity enhancing technologies, factors and services. Two major points raised in the paper are: (a) improved management of land and water is important for increasing productivity, but equally important is farmers' access to non land and water-related inputs and services, which through their complementary relationships with water, increase the productivity...

Private sector investment in agricultural research and development in Australia AgEcon
Keogh, Mick.
There is growing recognition that the private sector is playing an increasingly important role in agricultural research and development internationally, and in Australia. There are only very limited data available about the extent of private sector research and development (R&D) investment that is occurring in Australia, and the nature of that investment. This paper reports the results of a survey and data review that was carried out to gain a better understanding of private sector agricultural R&D investment in Australia. The survey, whilst limited, suggests that private sector agricultural R&D investment in Australia is more significant than previously reported, and that private sector investors see public sector investment in this area as...

Promoting a strong seed sector in Sub-Saharan Africa AgEcon
Minot, Nicholas.
Given that Sub-Saharan Africa has the highest incidence of poverty and malnutrition in the world, the stagnation in per capita grain production there is worrisome. Since 1970, per capita grain production in Sub-Saharan Africa has declined more than 10 percent. Increasing the productivity of staple foodcrops will help poor farmers and consumers, and one of the most sustainable ways to expand food production in Sub-Saharan Africa is to generate new technologies—including staple seed varieties—that are adapted to the constraints of the continent's small-scale farmers. The region thus requires a cost-effective system of seed production and distribution to ensure that appropriate seeds are delivered to farmers. Both the private and public sectors have a role to...

PUBLIC SECTOR PLANT BREEDING IN A PRIVATIZING WORLD AgEcon
Thirtle, Colin G.; Srinivasan, Chittur S.; Heisey, Paul W..
Intellectual property protection, globalization, and pressure on public budgets in many industrialized countries have shifted the balance of plant breeding activity from the public to the private sector. Several economic factors influence the relative shares of public versus private sector plant breeding activity, with varying results over time, over country, and over crop. The private sector, for example, dominates corn breeding throughout the industrialized world, but public and private activities in wheat breeding differ widely in Western Europe, different regions of the United States, Canada, and Australia. Public sector involvement in plant breeding may have benefits to society that the private sector's activities may not, fostering greater sharing of...

Role of production engineers in the public sector. Repositório Alice
JESUS, I. R. D. de; COSTA, H. G..
This paper aims to investigate the role of production engineers in the public sector. In the past, engineers used to be hired in the public sector only to work with technical issues in some departments. But nowadays, technical competency is not the only issue an engineer must have, and at the same time, there are some other approaches than technical ones that demand the presence of engineers in the government. In this scenario, production engineers rise as an important player on public affairs. It is explored in this paper the role of production engineers in public policies, technology and innovation issues, integration between technical and management approaches, and the holistic and systemic view that drives the career. This paper is constructed under...
