AGRARIAN REGIONS IN SERBIA AS NATURAL FOUNDATION AND MARKET CHANCE IN CIRCUMSTANCES OF TRANSITION AgEcon
Simonovic, Zoran; Simonovic, Dragoljub; Gligic, Perica.
Process of transition movements in Republic of Sebia is in progress. Transition movements have not bypassed agrarian sector. Market agriculture should gain significance along this process. On this occasion we would like to emphasis two elements which affect development of Market Agriculture. Those are regionalization and specialization of agriculture. In study about agrarian regions in conditions of transition two charts are given, that pinpoint the essence of natural foundation and market opportunities in transition circumstances. Study of agro-identities starts with introspection of each reagion in respect of its natural values: plain (Vojvodina), hilly ( Sumadija), mountain-hilly (Pester). Therefore, plain region is specialized for production of stable...

ANALYSIS OF THE EFFECTS IN ITALY OF ALTERNATIVE HYPOTHESES OF REGIONALIZATION OF THE SINGLE PAYMENT SCHEME AgEcon
Pupo D'Andrea, Maria Rosaria.
The Fischler reform of the CAP deepened the decoupling process of agricultural support started with the 1992 reform, introducing the Single Payment Scheme (SPS). Two models could be used to apply the SPS: in the historic model payments are based on individual reference amounts; in the regional model payments are based on regional reference amounts. Italy chose to apply the historic model, thus “freezing” the distribution of support to farms at the historic reference level. The recent Proposal on the Health Check of the CAP envisaged Member States being allowed to adjust their model towards a flatter rate of the SPS from 2010, a move that could become compulsory for Member States after 2013. The paper analyses the effects at territorial and farm level of...

Applying the Miceli Model to Explain Cooperation in Municipal Solid Waste Management AgEcon
Tiller, Kelly; Jakus, Paul M..
As traditional methods of municipal solid waste management (MSWM) become increasingly expensive due to increased regulation, many local governments are considering cooperation as a waste management strategy. A theoretical model is used to specify a partial observability probability model to analyze the decision Tennessee counties made to form either a single-county solid waste region or a multi-county region. We find that, while economies of scale may be a factor in the consolidation decision, similarities and differences between counties in current individual provision levels of solid waste services, ability to pay for services, and expectations for future solid waste service demands are statistically more important.

Artificial neural network for ecological-economic zoning as a tool for spatial planning PAB
Sadeck,Luis Waldyr Rodrigues; Lima,Aline Maria Meiguins de; Adami,Marcos.
Abstract: The objective of this work was to analyze social and environmental information through an artificial neural network-self-organizing map (ANN-SOM), in order to provide subsidy to ecological-economic zoning (EEZ) as a tool to reduce the subjectivity of the process. The study area comprises 16 municipalities in the northeast of the state of Pará, Brazil, representative of the agricultural development in the state. Data processing involved three steps: preparation of the data in a geographic information system (GIS) environment; mathematical processing (ANN-SOM) of the data; and visualization and interpretation of the processing results, allowing the spatial planning of northeastern Pará. The results comprised 13 classes, regrouped according to...

Illicit Agricultural Trade AgEcon
Ferrier, Peyton Michael.
Agricultural and wildlife trade is subject to sudden, disruptive import restrictions arising from concerns over sanitary and phytosanitary safety and the conservation of natural resources. These restrictions can create significant international price differences that encourage the smuggling of goods across borders. This article presents an equilibrium model of smuggling where the supply and demand for smuggled goods depend on interregional price disparities in the presence of a trade ban. In this model, smuggling is more prevalent when demand and supply among trade partners is more inelastic or when there are fewer total trade partners at the time a trade ban is enacted. Applications are presented for regionalization, destruction of goods in government...

Regional differences in the determinants for structural change in German agriculture AgEcon
Roeder, Norbert; Kilian, Stefan.
In Germany agricultural land use is very heterogeneous with respect to management orientation and productivity even at local level. Also the rate of structural change shows a wide variation. While for a limited number of factors (e.g. farm size) a stable relation to structural change could be widely confirmed for different parts of Germany, the results for other indicators are contradictory. This holds especially for indicators describing to the marginality of a site. Many concerns related to structural change and development of land use intensity, e.g. abandonment of high nature value farmland, are only relevant in a very specific local context. Therefore, it is necessary to establish indicators for farm development on a disaggregated level. This paper...

Regional input-output analysis: application on rural regions in Germany, the Czech Republic and Greece AgEcon
Semerak, Vilem; Zigic, Kresimir; Loizou, Efstratios; Golemanova-Kuhar, Antoaneta.
While agriculture definitely is a traditional and important sector of national economy, it is also a sector the importance of which is often underestimated. More correct and realistic description of its economic role should be based on input-output methods. Unfortunately regional level input-output tables are only rarely available. We therefore apply modified GRIT regionalization methodology on a remote rural NUTS 2 level region in three different countries (Germany, Greece, and the Czech Republic respectively) and demonstrate that this approach makes regional-level input-output analysis a viable tool in realistic evaluation of contribution of the agri-food production chain for local economies. We provide empirical results that enable us to describe the...

Renationalization of the Common Agricultural Policy: Mission Impossible? AgEcon
Niemi, Jyrki S.; Kola, Jukka.
The Common Agricultural Policy (CAP) of the EU does not currently meet the different needs of diverse agricultural conditions of different member countries in a just and equal way. To meet this challenge has become inevitably more difficult as new and diverse Central and Eastern European countries have entered the Community. Several commentators and economists have thus suggested that a renationalization of the CAP would be an applicable way to proceed in an attempt to pursue a policy sensitive enough to national and regional or local needs and priorities. Renationalization mainly deals with two issues: (i) should member states have more power and freedom on decisions of agricultural policy, and (ii) should there be a shift from common financing back to...

Russia Agriculture Policy Review AgEcon
Melyukhina, Olga; Tanguay, Luc; Vaughan, Odette; Jotanovic, Aleksandar.
In recent years, as a result of a strong demand for energy and other natural resources, Russia's economy has experienced impressive growth. Russia's re-emergence as a political and, particularly, economic power have allowed it to increase policy support to its agricultural sector. Russia's size, improving prospects, and growing policy support make developments in its agricultural sector of interest to Canada.
