A COORDENAÇÃO AGROINDUSTRIAL CITRICOLA BRASILEIRA E OS NOVOS RECURSOS DE PODER: DOS POLITICOS AOS JURIDICOS AgEcon
Paulillo, Luiz Fernando; Almeida, Luiz Manoel de Moraes Camargo.
This work shows that the political and legal resources available to citrus farmers have become as strategic as financial, technological and organizational resources. The study presents an analysis of the Brazilian citrus business governance, which is defined by the use of different strategies among citrus farmers and processing plants: the citrus farmers and their main association use political resources, while some big juice processing plants resort to legal resources. This opposition represents a new obstacle to the achievement of positive results by citrus farmers in the current power network. Court orders demonstrate that orange supply contracts have become a fundamental empowering instrument in the sector, leading to strategic gains for the juice...

Analyzing Resources for the Production of High-Value Agricultural Products in the California High Desert AgEcon
Phillips, Jon C.; Hays, Lauren.
Urbanization of previously undeveloped land is a critical concern in Southern California. Housing development brings with it several potentially detrimental effects, among which are hardening of the landscape (pavement), diminished water absorption into the soil, and increased harmful runoff into the Pacific Ocean. The High Desert Region of San Bernardino County, California is an area currently experiencing significant development pressure. It is our belief that the development of agricultural production could, to some extent, substitute for residential and commercial development, and that agricultural production is a more sustainable use of the land in this area. This report examines and inventories resources of an unincorporated area near the Cajon Pass...

Challenges and Opportunities for Water of the Rio Grande AgEcon
Rister, M. Edward; Sturdivant, Allen W.; Lacewell, Ronald D.; Michelsen, Ari M..
The Rio Grande has headwaters in Colorado, flows through New Mexico, and serves as the United States.–Mexico border in Texas, emptying into the Gulf of Mexico. Snow melt in Colorado and northern New Mexico constitutes the water river supply for New Mexico and the El Paso region, whereas summer monsoonal flow from the Rio Conchos in Mexico and tributaries, including the Pecos River, provides the Rio Grande flow for southern Texas. The region is mostly semiarid with frequent long-term drought periods but is also characterized by a substantial irrigated agriculture sector and a rapidly growing population. International treaties and interstate compacts provide the rules for allocation of Rio Grande waters between the United States and Mexico and among...

Coastal resources and management systems influenced by conflict and migration: Mecúfi, Mozambique OceanDocs
Bryceson, I.; Massinga, A..
Coastal resource utilization and management systems, bothtraditional and more recently conceived, were studied in Mecufidistrict, northern Mozambique in a post-conflict situation prior towhich a significant migration of people to the coast had occurred.A wide variety of coastal biotopes containing a multitude ofresources had been affected in various ways. Intertidalorganisms exhibited signs of decreasing abundance and averagesize, whereas offshore fishes and mangrove forests did not showsigns of overutilization. It was observed that traditional coastalmanagement systems were still influential, but that newerinitiatives were only beginning to enter into significant dialogueand cooperation with these. In the current circumstances ofpeace and political...

Définition d'Indicateurs de performance et d'un Tableau de bord pour la Réserve Naturelle Marine de La Réunion (Rapport du site atelier de La Réunion pour le projet PAMPA) ArchiMer
Tessier, Emmanuel; Pothin, Karine; Chabanet, Pascale; Fleury, Pierre-gildas; Bissery, Claire; David, Gilbert; Thomassin, Aurélie; Lemoigne, Valerie; Loiseau, Nicolas.
The objectives of marine protected areas (MPA), such as Reunion’s Marine Reserve founded in 2007, are (i) protect habitats (ecosystems) and resources (biodiversity) from increasing pressure due to a major urban, economic and recreational development; ii) manage uses and conflicts between traditional fisheries, spear-fishing, diving and recreational activities inside the coastal zone. These goals necessitate monitoring tools such as indicators and diagnostics. The PAMPA programme involves seven MPA including the Natural Marine Reserve of La Reunion (RNMR). It aims for each site to identify and validate indicators according to management objectives and group them in a MPA performance dashboard. This panel will help to visualize temporal trends and define...

Ecosystem approach to fisheries: a brief overview and some considerations for its application in ICCAT ArchiMer
Fromentin, Jean-marc; Fonteneau, Alain; Restrepo, Victor.
During the last SCRS plenary meeting, the sub-committee on environment suggested to present a document on the ‘Ecosystem Approach to Fisheries’ (EAF). This document firstly recalls the general scientific and institutional background of EAF, then we propose a synoptic view of EAF, including four main domains: governance, exploitation, resources and impacts on ecosystems. The way that EAF is tackled within the various tuna commissions is then summarised. Finally, we rapidly examine the way the SCRS could cope with EAF issues and we suggest to merge the sub-committee on environment with this on by-catch into a single subcommittee on ecosystem.

HUMAN CAPITAL AND SUSTAINABILITY OF RURAL DEVELOPMENT AgEcon
Milanovic, Milan; Dorovic, Milutin; Stevanovic, Simo.
The strategies and policies of agricultural and rural development, within the overall long-term area development, traditionally lean on natural-resource capital and certain differential-rent advantages. New dimensions of the agricultural and rural multifunctionality of areas in the zones of large industrial and urban agglomerations and the inevitable processes of degradation of natural capital, stress the role of science in the process of sustaining the level of overall production potential. This presumes a certain degree of substitution of natural capital with human, primarily intellectual capital. This is the basis for considering the creating possibilities and transfer methods for new scientific knowledge, in the function of reaching a strategic...

La construction de ressources territoriales : l’échalote du plateau dogon (Mali) face à la mondialisation du marché des alliacées. AgEcon
Fournier, S.; Chabrol, D.; de Bon, H.; Meyer, Anne.
This communication aims at the analysis of the construction process of territorial resources which allowed the local system of production / processing of shallot to remain on the Dogon plateau. Complex resources, putting in relation specific know-how and local organizational and institutional devices carried the development of this production and conferred it a certain specificity, recognized by the consumers. It was so able to resist to the new competitions, national, then international. The interest and feasibility of the recording of this product as Geographical Indication is questioned nowadays. If this project can allow opening new markets, fighting against phenomena of usurpation and strengthening local organizations, it is raising the issue of the...

PROFITS AND RISK: FITTING AN OLD FRAMEWORK TO A NEW AGRICULTURE AgEcon
Wachenheim, Cheryl J.; Saxowsky, David M..
Textbooks in agricultural economics characterize resources used in production agriculture into four categories: land, labor, capital, and entrepreneurial ability. Profit is presented as earned by management. This traditional list of resources is respecified. Management is redefined as a specialized type of labor and two additional resources, information and risk bearing capacity, are added. Profits accrue not to management but to those able to bear the risk inherent in production agriculture. Equity diversification is a means for farmers to provide and manage this resource and, thus, earn economic profits. Producer education and the repeal or amendment of legislation restricting the ability of farmers to diversify their equity investment are needed.

We review and compare four broad categories of spatially-explicit modelling approaches currently used to understand and project changes in the distribution and productivity of living marine resources including: 1) statistical species distribution models, 2) physiology-based, biophysical models of single life stages or the whole life cycle of species, 3) food web models, and 4) end-to-end models. Single pressures are rare and, in the future, models must be able to examine multiple factors affecting living marine resources such as interactions between: i) climate-driven changes in temperature regimes and acidification, ii) reductions in water quality due to eutrophication, iii) the introduction of alien invasive species, and/or iv) (over-)exploitation by...

Michard, Bertrand; Cosquer, Emmanuel; Mallegol, Antoine; Coignard, Jonathan; Filipot, Jean-françois; Kpogo Nuwoklo, Komlan; Olagnon, Michel; Sergent, Philippe.
The French research EMACOP project aims at characterising wave power nearby onshore structures. This paper presents the application of the non-hydrostatic wave-flow model SWASH to wave propagation and transformation on two hot spots in Brittany. The numerical simulations were performed for dominant wave conditions and three tide levels. The results of wave simulations allow us to characterise wave energy resources and define Wave Energy Converters (WEC)'s promising positions on both sites.
