Farm Risk Management Between Normal Business Risk and Climatic/Market Shocks AgEcon
Cordier, Jean.
Farm risk management for income stabilization is on-going issue. An applied work has been performed to measure farm risk using a stochastic model. Risk management tools, with symmetric as well as asymmetric impacts, are then tested and compared through ad hoc statistics. Normal farm business risk can be efficiently managed using a precautionary saving provision. Farm revenue insurance is found as the most efficient asymmetric tool for dealing with climatic and market shocks. The linkage between these complementary tools can be adjusted upon market environment.

Reconciling Actors' Preferences in Agricultural Policy - Towards a New Management of Public Decisions AgEcon
Jesus, Franck; Bourgeois, Robin.
To attain sustainable development in the 21st century, the world's population still has to overcome many challenges; hunger, poverty, environmental degradation and depletion. Policy design in such a context is and will remain a complex task. On one hand, policy makers often lack information on stakeholders' strategies and constraints as well as on potential options for improvement. On the other hand, stakeholders do not always adhere to policies for lack of understanding of the pursued goals. It is not unusual to observe that often, real policy effects are not those initially expected. Furthermore, existing decision-making mechanisms for public intervention are increasingly questioned due to pressure for market liberalization, decentralization processes...

Tools and constraints in monitoring interactions between marine litter and megafauna: Insights from case studies around the world ArchiMer
Claro, F; Fossi, Mc; Ioakeimidis, C; Baini, M; Lusher, Al; Mc Fee, W; Mcintosh, Rr; Pelmatti, T; Sorce, M; Galgani, Francois; Hardesky, Bd.
Adverse impacts of marine litter is documented on >1400 species, including marine megafauna (fish, birds, sea turtles and mammals). The primary impacts include ingestion and entanglement, and there is increasing concern about chemical contamination via ingestion. Numerous survey approaches and monitoring programs have been developed and implemented around the world. They may aim to provide data about parameters such as species distribution and interactions with anthropogenic activities. During the Sixth International Marine Debris Conference, a session was dedicated to the tools and constraints in monitoring interactions between litter and megafauna. In the present paper, we summarize 7 case studies which discuss entanglement and ingestion including...

Concerned decision makers increasingly pose questions as to whether current management practices are able to cope with climate change and increased climate variability. This signifies a shift in the framing of climate change from asking what its potential impacts are to asking whether it induces policy failure and unacceptable change. In this paper, we explore the background, feasibility, and consequences of this new framing. We focus on the specific situation in which a social-political threshold of concern is likely to be exceeded as a result of climate change, requiring consideration of alternative strategies. Action is imperative when such a situation is conceivable, and at this point climate change becomes particularly relevant to decision makers. We...

Using the "Socialization of the Survey of Expectations" (SSE) tool to develop projects, programs and courses. Repositório Alice
HELLO, F. A.; MELO, P. E. de.
By contextualizing the ramifications of government public policies on planning, development and evaluation of capacity-building programs and projects and on technology transfer and dissemination, under Embrapa Strategic Studies and Training?s scope of action, and under the expansion of South-South dialogue, this article aims to explore the connection between the different contingencies to which such programs, projects and courses are subjected, and the development of educational solutions or even innovating educational technologies to increase effectiveness and efficiency of these capacity-building actions and thus of their impacts. Herein we specifically analyze the use of the tool "Socialization of the Survey of Expectations" (SSE) with stakeholders...
